Program Manager, Behavioral Health Services

Location: San Francisco, CA
Job Type: Full-time (40 hours/week)

Position Summary:

The Program Manager will oversee substance use early intervention and low-barrier mental health services. This role is responsible for program development, contract management, staff supervision, compliance, and service delivery. The position works closely with community partners, including the San Francisco Department of Public Health and the Roadmap to Peace collaborative, to ensure high-quality, accessible care.

Key Responsibilities:

Program & Operations Management

· Lead daily operations and ensure effective service delivery and client flow

· Implement trauma-informed and healing-centered practices

· Manage referrals, intake, caseload distribution, and care coordination

· Develop and maintain program systems aligned with contracts and compliance standards

· Oversee data collection, reporting, billing, and quality assurance processes

Staff Supervision & Development

· Recruit, hire, supervise, and evaluate program staff

· Provide coaching, training, and performance management

Minimum Qualifications:

Experience:

· Active California license as LCSW/LMFT/LPCC/Psychologist (licensed by BBS or Board of Psychology)

· 3+ years of experience in substance use and mental health services (youth/families)

· 3+ years managing programs, contracts, and compliance systems

· 2+ years of staff supervision experience
