Position Overview

Qinetiq US is looking for a Records Manager JM. This unique opportunity will work in a high visibility/high impact environment with the Department of Transportation's Office of the Secretary.ย  This role will facilitate and provide daily assistance to the OST Records Management Office and the Departmental Records Management Officer (DRMO) in managing all aspects of records life cycle support, including record inventories, record scheduling, training, policy and procedures, and records disposals/transfers to ensure the management and preservation of authentic and reliable agency records. This analyst will provide expert recommendations for managing OST's records in compliance with all Federal and DOT guidance.

Responsibilities
  • Create and maintain an electronic and centralized OST record File Plan with current and up-to-date information and any updates to the NARA General Record Schedules
  • Interpret both NARA and OST record retention schedules; assist in coordination of the schedule approval with OST offices and NARA
  • Use NARA's ERA system
  • Lead teams of records analysts and/or RLOs in performing record inventories, file segregation and preservation, and record identification
  • Conduct annual review of existing OST Record Retention Schedules
  • Make recommendations on records disposition and transfers and prepare the necessary records management documentation required by NARA, DOT, and OST
  • Provide expertise in electronic and non-electronic recordkeeping systems and records programs, activities, and applications
  • Develop and/or update existing policy documentation such as general guidance and Standard Operating Procedures (SOP)
  • Coordinate, facilitate, conduct, and participate in annual records clean-up day
  • Prepare necessary training materials to support the overall records management program, including training at the staff level, program office level, and for Record Liaison Officers (RLO)
  • Facilitate monthly RLO meetings
  • Prepare a yearly RLO survey/assessment to ensure RLOs have resources and knowledge required to administer their RM activities
  • Provide advice and guidance to stakeholders and RLOs on Records and Information Management (RIM) lifecycle requirements on the application of Federal regulations, policies and procedures related to records and information management
  • Assist the DRMO in developing guidance for the implementation, maintenance, and management of electronic records stored in applications
  • Assist Program Offices in the capture of system records for transfer to NARA, in NARA approved format requirements
Required Qualifications
  • Bachelor's degree ,ย Master's degree in a relevant field may be substituted for 2 years of work experience
  • Minimum 4 years work experience
  • Must be able to obtain/Maintain Public Trust

  • Records management experience in a federal organization

The salary range for this role is $65,000 - $80,000USD. The salary range provided is a good faith estimate representative of all experience levels.
