Federal Business Development | SAM.gov | Prime Contractor Opportunities | Engineering & Technology

Kablooe Design is seeking an experienced Government Contracting & Procurement Specialist to help expand our work with the U.S. Government, Department of War/Defense organizations, federal agencies, and government Prime Contractors.

We are particularly interested in candidates with prior U.S. military service, ideally individuals who advanced through senior enlisted or Non-Commissioned Officer (NCO) leadership roles and understand how government organizations identify needs, procure solutions, work with contractors, and move programs from requirements to execution.

This is not simply a purchasing position. We are looking for someone who can actively hunt for opportunities, understand technical requirements, build relationships, and help position an engineering and product-development organization to win government work.

What You'll Do
  • Monitor and evaluate SAM.gov solicitations, RFIs, Sources Sought notices, RFPs, and other federal contracting opportunities
  • Identify opportunities that align with Kablooe's capabilities in engineering, product development, medical devices, human factors, industrial design, mechanical engineering, electrical engineering, software, systems engineering, and prototyping
  • Research upcoming government requirements and programs before they become formal solicitations
  • Identify and develop relationships with Prime Government Contractors seeking qualified engineering, product-development, and small-business subcontracting partners
  • Evaluate solicitations for technical fit, contract requirements, eligibility, competitive positioning, and probability of success
  • Assist leadership in making bid/no-bid decisions
  • Coordinate proposal development with company leadership, engineering teams, and outside government-contracting resources
  • Help translate government requirements and Statements of Work into actionable technical and business-development strategies
  • Develop relationships with contracting officers, program managers, Prime Contractors, Small Business Offices, government agencies, and industry partners
  • Track opportunities from initial discovery through proposal, award, and follow-up
  • Help establish a repeatable federal business-development and capture-management process within the company
The Background We're Looking For

Our ideal candidate combines military operational experience, technical understanding, leadership, and business judgment.

Strong candidates may have:

  • Prior service in the U.S. Armed Forces
  • Significant senior enlisted/NCO leadership experience
  • Experience with military procurement, acquisition, logistics, program management, engineering, maintenance, technology development, or operational requirements
  • Working knowledge of SAM.gov and the federal procurement process
  • Experience working with government contractors, Prime Contractors, subcontractors, or federal acquisition teams
  • An engineering, technical, manufacturing, product-development, medical-technology, or R&D background
  • Experience reviewing technical solicitations and determining whether our organization has the capabilities required to respond
  • Strong research and investigative skills—the ability to find opportunities that are not immediately obvious
  • Demonstrated managerial and organizational leadership experience
  • Strong written and verbal communication skills
  • The ability to comfortably communicate with engineers, executives, contracting personnel, military personnel, and business-development teams
Highly Desirable
  • Experience in federal capture management or government business development
  • Familiarity with FAR/DFARS and federal contracting terminology
  • Experience developing responses to RFIs, Sources Sought notices, RFPs, or government proposals
  • Existing relationships within the defense, medical, engineering, technology, or Prime Contractor communities
  • Bachelor's degree in engineering, technology, business, supply chain, or a related discipline
  • MBA or comparable advanced business/management education
  • Experience bringing new technologies, products, or systems from concept through development and implementation
