Salary Range: $59,464 - $78,260. $59,464 given upon new hire unless directed by the collective bargaining agreement
Knowledge, Skills and Abilities: Must have a working knowledge of the Purchasing and Central Stores functions; must have demonstrated ability to organize tasks and establish priorities and make independent decisions; ability to analyze a variety of technical problems resulting from the diversified nature of items purchased; requires mature judgment and initiative to locate proper sources of supply and ensure deliveries to meet college schedules; find and recommend new and alternate items and to maintain the optimum business relations with vendors; skill in communication is essential (oral and written); working knowledge of Microsoft WORD and EXCEL software applications; capable of effectively using the Internet; work habits must include high standards of accuracy and attention to detail; able to supervise others effectively; must have demonstrated ability to analyze bids, have good computation skills and be able to organize and prepare reports in a format suitable for management use; requires considerable mental application and ability to work under pressure; must be able to coordinate many simultaneous activities.
Supervision: SUPERVISION RECEIVED: General direction from the Purchasing Director. SUPERVISION GIVEN: Full and part-time staff as assigned.
Job Function
Assist College areas in matters related to the purchasing function; evaluate the factors of cost, quality, and service offered by vendors to achieve the most efficient use of college resources; assist in the long-term planning as well as the day-to-day operation of Purchasing.
Job Responsibilities
  • Purchases a wide variety of services, technical and non-technical items and materials as required;
  • selects vendors; places purchase orders consistent with established college policies and procedures.
  • Edits requisitions and confers with departments regarding requirements, specifications, quantity and quality of merchandise, and delivery requirements.
  • Recommends alternates when a savings in cost or improved delivery will result.
  • Serves in an advisory capacity to assist user department to obtain proper specifications, quotations, delivery time and cost; prepares specifications, solicits and analyzes quotations and bids.
  • Recommends awarding of contracts or purchase orders to ensure that all purchases comply with user department requests, government regulations and accepted College practices.
  • Interviews vendors and their representatives personally and maintains contact by correspondence, telephone and visits.
  • Checks purchase orders, bids and quotations to ensure freedom from accidental error and completeness of information.
  • Handles adjustments with vendors involving replacement of materials not conforming to purchase order specifications, return of material declared surplus, cancellation of orders.
  • Prepares shipping information to ensure that appropriate credit is received.
  • Responsible for the preparation of bid recaps and Board reports.
  • Purchases the Central Stores inventory, recommends items to be stocked and level of inventory; maintains accurate records.
  • May be required to represent the College in co-op purchasing, association and off-campus committee meetings
  • Performs related duties as assigned.

Education
Associate degree Required, Bachelor's Degree Preferred.
Qualifications
Four years of recent related experience.
