We are seeking a Material Program Manager (MPM) with experience in proposal support and SCM Basis of Estimate (BOE) creation to join our team. In this role you will collaborate with Program Management (PMO), Front-End-Of-The-Business (FEOTB) and Supply Chain Program Managers (SCPM) in developing, managing, and delivering high-quality proposals in response to customer solicitations, ensuring alignment with company strategies and objectives. The ideal candidate will have a strong background in proposal development, project management, and cross-functional collaboration in a fast-paced, deadline-driven environment.

What You Will Do

  • Manage the supply chain management (SCM) proposal development process, including Labor, material, services and ODCs.
  • Create compliant, compelling, and competitive Basis of Estimates (BOE).
  • Collaborate with the PMO to analyze requests for proposals (RFPs), requests for information (RFIs), and other solicitation documents to determine requirements and develop compliance matrices.
  • Support proposal kickoff meetings, reviews, and milestone checkpoints to ensure alignment with deadlines and quality standards.
  • Write, edit, and review proposal content to ensure clarity, accuracy, and consistency, adhering to company standards and brand guidelines.
  • Collaborate with FEOTB team, assign tasks, provide guidance, and ensure accountability throughout the proposal lifecycle.
  • Maintain a repository of proposal templates, past performance data, and other reusable content to streamline future proposal efforts.
  • Continuously improve proposal processes, tools, and best practices to enhance efficiency and effectiveness.
  • Generate various supply chain reports, analyze data, plan and take meaningful actions.
  • Partner cross-functionally with Program Office, Engineering, Quality and Logistics, Operations to resolve part and supplier complications.
  • Monitor performance metrics and proactively act to address program and functional issues.
  • Engage with the programs' supply base, ensuring expectations are met.

Qualifications You Must Have

  • Typically requires a University Degree or equivalent experience and minimum 5 years prior relevant experience, or An Advanced Degree in a related field and minimum 3 years' experience
  • 2+ years of experience in proposal management, business development, or closely related roles, preferably in the aerospace, defense, or technology industries
  • Experience in US government contracting processes such as regulations (e.g., FAR/DFARS), and /or customer requirements
  • Experience with RFP processes such as contract flow-downs, proposal compliance and / or contractual requirements
  • Experience in proposal management tools and software, such as Microsoft Office Suite, SharePoint, and advanced Excel

Qualifications We Prefer

  • Experience in managing large, complex proposals for government and/or defense customers
  • Strong organizational skills and ability to adapt to changing priorities
  • Analytical skills required to evaluate end-to-end planning and identify constraints, risks and opportunities
  • Advanced Microsoft Excel skillset (i.e. pivot tables, filters, advanced formulas, macros, automation, MS Office Integration, etc.)
  • Industry PM certifications and Internal Candidates: EVMS, MPM L4, PM L7, CORE certifications and experience with SAP/Prism and Quality Note (Qnote) application

The salary range for this role is 86,800 USD - 165,200 USD. The salary range provided is a good faith estimate representative of all experience levels.
