Position Overview: The Program Manager supports the HQMC I&L LP Futures (LPOV) Expeditionary Logistics (EXLOG) Support contract by providing program management, technical expertise, and strategic coordination to facilitate the implementation of logistics initiatives aligned with Marine Corps future operations and naval logistics capabilities. The Program Manager will ensure the timely ย and quality delivery of services, support senior leadership engagement, ย and oversee all contractual and technical aspects of the task order.ย ย

Position Responsibilities:ย 

  • Serve as Task Order Project Manager (TOPM), providing end-to-end oversight for all contract activities; coordinate staffing, deliverables, and performance across all task areas and report status to the COR.ย 
  • Oversee and execute all program management activities in accordance with the PWS requirements, ensuring high-quality, timely delivery of all contract tasks and deliverables.ย ย ย 
  • Develop, maintain, and present weekly, quarterly, and annual program management review reports, including progress, risks, and future plans, to senior leadership and the COR.ย ย ย 
  • Coordinate and communicate effectively with government stakeholders, including senior military leadership, to align program objectives with strategic priorities.ย ย ย 
  • Lead and facilitate meetings, wargames, and strategic discussions related to logistics concepts, doctrine, and future operations supporting Marine Corps and naval logistics initiatives.ย ย ย 
  • Manage and monitor resources, schedules, and budgets for the contract, ensuring adherence to performance standards and security requirements.ย ย ย 
  • Implement ย and oversee quality control processes to verify conformance to contract ย requirements, technical accuracy, and deliverable integrity.ย ย ย 
  • Support organizational leadership through the development of strategic documents, executive presentations, and assessments on logistics policies, concepts, and capabilities.ย ย ย 
  • Lead risk management efforts, identifying potential issues and developing mitigation strategies to ensure program success.ย ย ย 
  • Coordinate travel, meetings, and conferences, including preparing agendas, briefing materials, and meeting notes.ย ย ย 
  • Provide direct supervision and leadership to contract personnel supporting the program, ensuring staffing stability, security clearances, and professional development.ย 

Requirements

Position Requirements:ย 

  • Bachelor's Degree in a relevant field.ย ย ย 
  • Minimum of 8 years of experience managing complex programs related to military logistics or similar initiatives.ย ย ย 
  • Proven ability to lead diverse teams in a dynamic military environment.ย ย ย 
  • Experience supporting USMC Headquarters Departments and coordination with the Fleet Marine Force (FMF).ย ย ย 
  • Demonstrated expertise in project methodologies, facilitation, charters, POA&Ms, and ROI tracking.ย ย ย 
  • Experience with program management tools, including ETMS2, SharePoint, and MS Office Suite.ย ย ย 
  • Strong briefing and communication skills, with experience engaging senior military and civilian leaders.ย ย ย 
  • Ability to obtain and maintain a Top Secret/SCI security clearance.ย ย ย 
  • Knowledge of USMC logistics concepts, future operations, and joint/national strategic planning.ย 

Preferred Skills/Experience:ย 

  • PMP certification.ย 
  • Master's Degree in a related field.ย ย ย 
  • Experience supporting Marine Corps Force Design, modernization, and logistics capabilities development.ย ย ย 
  • Lean Six Sigma or similar process improvement certification.ย ย ย 
  • Familiarity with wargaming, concept development, and joint logistics integration processes.ย
