LOCATION: KAUAI VETERANS MEMORIAL HOSP | Central Services
POSITION STATUS: 1.00 | Permanent
SALARY RANGE: BU04 | SR15
SALARY RATE: $54,600.00 (Annual Salary) based on the FTE
JOB DUTIES: This position is regional, located in the Materials Management department of the Hawai'i Health Systems Corporation (HHSC) Kaua'i Region, a public benefit corporation of the State of Hawai'i. The HHSC Kaua'i Region includes Kaua'i Veterans Memorial Hospital (KVMH) and Samuel Mahelona Memorial Hospital (SMMH), both designated as critical access hospitals (CAH), as well as the Kaua'i Region Clinics and its affiliated entities.
The Materials Management department is integral to the efficient procurement and management of goods and services essential for organizational operations. This department implements and directs the region's procurement policies and procedures to control the purchasing or leasing of all goods and services from outside sources. It is responsible for purchasing, negotiating, and reviewing all arrangements with external suppliers, ensuring compliance with regulatory standards and internal policies. Additionally, the department manages products in general use by establishing criteria for acceptability, cataloging, administering new product reviews, and standardization. It collaborates with administration to ensure adequate processing and maintenance of reusable products while also purchasing and distributing supplies and equipment promptly throughout the region. Furthermore, the department assists with the region's contracts and the general processing and maintenance of Capital Improvement Projects (CIP), leveraging data analytics and market research to enhance supply chain efficiency and contribute to the overall financial health of the organization.
The Materials & Supplies Supervisor manages the inventory and supplies of the Materials Management department, receiving, inspecting, accepting, storing, and distributing incoming supplies, materials, and equipment to medical and ancillary departments within the Kaua'i Region. This role supervises a team engaged in various complex inventory control activities; plans methods and procedures and establishes workflow. The supervisor recommends changes in policies and procedures; serves as a role model and performs other related duties as required.
The position may necessitate working extended hours, including weekends and holidays, to fulfill operational requirements. As the role involves operating in offices, warehouses, and both large and small storerooms, daily travel to various facilities within the region is required as directed.
This position reports to the Contract Manager II, position number 59600, or their designee.
THE MINIMUM QUALIFICATION REQUIREMENTS ARE: Applicants must meet all of the following requirements. Please note that unless specifically indicated, the required education and experiences may not be gained concurrently. In addition, qualifying work experiences are based on a 40-hour work week.
EDUCATION REQUIREMENT: High school diploma or equivalent. Relevant substitutions may be considered.
GENERAL EXPERIENCE: Three (3) years of work experience which involved the performance of clerical work which demonstrated knowledge of inventory control practices, methods and procedures, and inventory record keeping procedures.
SPECIALIZED EXPERIENCE: One (1) year of work experience in a health care setting (e.g., hospital, clinic, physician's office, etc.) in the distribution and inventory of medical supplies. Such experience must have demonstrated knowledge of medical terminology through the application of such knowledge to work assignments.
SUPERVISORY EXPERIENCE: One (1) year of work experience demonstrating the applicant's knowledge of and ability to apply the principles, practices, techniques, and methods of supervision, including: (1) planning, organizing and directing the work of others; (2) assigning and reviewing work; (3) advising others on difficult work problems; (4) timing and scheduling work; and (5) training and developing employees.
CERTIFICATION: None required.
LICENSE REQUIRED: A valid Hawai'i State Driver's license, Type 3.
SUBSTITUTIONS ALLOWED:
  1. An Associate's degree from an accredited college or university may be substituted for two (2) years of the required General Experience.
  2. A Bachelor's degree from an accredited college or university may be substituted for all of the required General Experience.

QUALITY OF EXPERIENCE: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that they can perform the duties of the position for which they are being considered.

  • ABILITY TO: Plan, assign, supervise, and review the work of others; interpret and apply rules, regulations, and policies; make decisions; develop policies and procedures; communicate effectively orally and in writing; deal tactfully with others; work independently; maintain cooperative working relationships; meet and deal effectively with the vendors and hospital staff; able to prioritize work and be able to be flexible.
