Job Description:
Knowledge Management, Inc. is seeking an experienced Program Manager/Project Lead with expertise in Marine Corps logistics and logistics systems - specifically Logistics Chain Management System (LCMS). The LCMS Over-the-Shoulder (OTS) Project Lead will lead and coordinate contractor support to Headquarters Marine Corps Logistics Plans and Integration (HQMC LPI) in advancing the Logistics Chain Management System (LCMS) modernization effort. The Project Lead will serve as the primary day-to-day interface with HQMC LPI leadership and other Government stakeholders, directing a multidisciplinary team supporting LCMS modernization analysis and planning; business process, capability, and requirements development; data architecture and integration planning; dashboard and data visibility development; artificial intelligence, advanced analytics, and modeling; organizational change management and logistics community outreach; and strategic advisory support. The position will facilitate working groups, workshops, planning sessions, and stakeholder engagements; integrate technical and operational analyses across the work areas; identify issues, risks, dependencies, and tradeoffs; establish priorities and assignments; and develop or oversee executive briefings, decision-support products, assessments, recommendations, modernization roadmaps, requirements and use-case packages, and other products necessary to inform Government LCMS governance and implementation decisions.
Minimum Qualifications: The successful candidate should be a senior logistics professional and project leader capable of translating Marine Corps operational logistics requirements into actionable modernization activities while coordinating the work of logisticians, technical specialists, data/analytics personnel, and other subject-matter experts. The position requires strong knowledge of Marine Corps logistics operations and enterprise logistics systems, the ability to communicate effectively with senior Government stakeholders, and demonstrated capability to lead analytical efforts, develop executive-level products, facilitate cross-functional discussions, and maintain accountability for schedules, actions, and deliverables.
  • Minimum of 20 years of experience with U.S. Marine Corps Logistics/Logistics systems
  • Bachelor's degree in business, operations research, Data Analytics, Computer Science, or a similar field.
  • Has knowledge and experience in working with USMC logistics stakeholders within HQMC I&L, MARCORLOGCOM, and MARCORSYSCOM.
  • Have a mastery of HQMC administrative organization, processes, and procedures
  • Proficient in knowledge management to include 1) assessing needs and defining strategy, 2) analyze and design, 3) pilot and implement, 4) monitor and improve.

Desired Qualifications:
  • Prior military logistician with tours of duty at Headquarters, U.S. Marine Corps, Installations & Logistics (I&L) and/or Field Supply & Maintenance Analysis Office (FSMAO) teams

Security Clearance:
  • Active DoD Secret security clearance required.
