About KYTC Division of Driver Licensing

The Kentucky Transportation Cabinet (KYTC) is a very diverse state agency that directly touches the lives of citizens and travelers every day. KYTC services are at work in all 120 counties and 12 highway district offices from highways, roads, bridges, vehicle licensing, driver licensing, and highway safety. KYTC works closely with officials at every level to deliver products and services to its citizens, businesses, and government agencies, continuously working towards improvement.

The Division of Driver Licensing (DDL) within KYTC is responsible for the issuance of driver’s licenses, maintaining driver’s records, and managing driver safety programs. Kentucky’s DDL works closely with other state agencies, other states, and federal government agencies.

To meet the increased demand, DDL has an immediate need for a group of exceptional individuals to join our organization as Driver License Credentialing Specialists. The rollout of a new digitized license computer system across the state will require limited travel to issuance locations to all sections of the state. In this position, there may be opportunities for advancement within the Division of Driver Licensing. The DL Credentialing Specialists may be assigned a mobile unit and be required to travel to varying locations throughout the state issuing licenses. These locations will include manufacturing centers, libraries, prisons and other local areas in need of Driver’s License services. Overnight stay may be needed based on the needs of the agency. The candidate will not be expected to utilize their own vehicle. Other duties as assigned.

Position Overview:

The focus of this project will be to learn the new digitized driver license issuance requirements and DDL state and federal rules which include REAL ID, Commercial Driver License, and National Driver Register. The successful candidates will review and analyze secure documents of driver license applicants and personal information. The successful candidate must be able to pass federal fingerprint background checks and they must conduct themselves professionally with employees and citizens. Disciplinary actions may be required for any infractions. Each applicant must also have an active driving record with no current or pending issues. Persons will have their records screened periodically (twice a year) for any new issues.

Physical Requirements:

• Must be able to stand for up to 8 hours a day

• Must be able to sit at a workstation or cubical up to 8 hours a day

Primary Responsibilities/Required Skills:

• Must have very good communication skills including phone calls and in person

• Must be task oriented and a self-starter with good organizational skills

• Candidate should have customer service experience serving both internal and external customers

• Candidate must be able to work well with others in a team environment, assisting them as needed

• Candidate will process complex non-US citizen applications by screening all original documents presented

• Candidate must have a high level of personal accountability and integrity

• Candidate must be able to inspire and lead others through their enthusiasm

• Must possess interpersonal skills required to work with many different clients

• Must be professional, supportive, diplomatic, flexible, and responsible

• Candidate must be able to learn and utilize the KY Driver's License Information System (KDLIS)/IDEMIA issuance program, be able to read and interpret a driver’s history record and enter data accurately

• Candidate must become very knowledgeable of Driver Licensing laws and policies

• Candidate must learn Commercial Driver Licensing laws and licensing processes

• Advise applicants on their questions and concerns related to driver licensing

• Overtime including evenings may be necessary, up to 5 hours per week

• Saturday hours will be required

Additional Requirements:

• Must have and maintain a good driving record, must have a valid driver license

• Should be a graduate of a college or university with a bachelor’s degree; or a graduate of a college or university with an associate’s degree; or administrative, business, research, and/or clerical experience will substitute for the required education on a year-for-year basis.

Disciplinary Actions:

• Warnings will be issued once; any additional incidence could result in termination. Any fraudulent actions will result in immediate dismissal. Any unprofessional altercations or communications (verbal, electronic, written or physical) will result in immediate dismissal.
