Position Description
The Business Consultant III provides acquisition, policy, and advisory support to the Defense Health Agency (DHA) in support of the TRICARE Pharmacy Program. This role delivers data-informed business and acquisition analysis, policy development assistance, and evaluation advisory services aligned to commercial best practices and federal acquisition standards.
The Business Consultant III supports DHA across the acquisition lifecycle, translating analytic findings and program priorities into acquisition-ready recommendations, policy artifacts, and decision-support materials. This role works closely with Pharmacy SMEs, Program Analysts, and the Program Manager to ensure recommendations are operationally feasible, compliant with governing statutes and regulations, and clearly communicated to Government stakeholders.
Key Responsibilities
· Support acquisition lifecycle activities including market research, PBM RFI/RFP development support, evaluation frameworks, and best-value trade-space analysis
· Assist with policy development and documentation, including drafting policy language, procedures, decision memos, and supporting materials aligned to DoD, MHS, and DHA guidance
· Contribute to independent cost estimate development by supporting documentation of assumptions, labor mix rationale, and acquisition implications
· Support evaluation advisory services, including PBM RFP proposal review support, documentation of strengths/risks, and development of evaluation artifacts
· Translate complex analytical outputs into clear, decision-ready briefings and written products for leadership and stakeholders.
· Support stakeholder coordination activities and internal DHA working groups as directed.
· Comply with PHI data security and remote work & VPN access requirements when collaborating with business partners.
Minimum Qualifications
· Bachelor’s degree in business, public policy, health administration, economics, or a related field.
· Minimum of four (4) years of experience supporting federal programs, acquisition support, consulting, or policy analysis.
· Experience supporting federal healthcare, acquisition, PBM RFP activities, or benefits-related programs preferred.
· Demonstrated ability to develop professional written deliverables, briefings, and analytical summaries for government audiences.
