Overview

Please note that this position is contingent upon the successful award of a contract currently under bid.

Goldbelt Glacier is a trusted industry partner to the Department of the Interior, Bureau of Indian Affairs (BIA). Goldbelt Glacier supports programs administered through the BIA including social services, natural resources management, economic development, law enforcement and detention services, administration of tribal courts, implementation of land and water claim settlements, housing improvement, disaster relief, replacement and repair of schools, repair and maintenance of roads and bridges, and the repair of structural deficiencies on high hazard dams.

Summary:

Goldbelt Glacier is seeking a qualified Facilities & Grounds Program Manager to provide on-site program management and facilities maintenance oversight supporting the Bureau of Indian Affairs (BIA), Winnebago Agency.

The successful candidate will serve as the Government's on-site facilities management lead responsible for planning, coordinating, directing, and overseeing maintenance activities supporting the Omaha Tribal Detention Facility and eleven additional Government-owned structures.

Preference will be given to Alaska Native and/or American Indian applicants.

Responsibilities

Essential Job Functions:

Facilities Management

The Facilities & Grounds Program Manager shall:

  • Manage and oversee all facility and grounds maintenance activities.
  • Maintain maintenance documentation.
  • Coordinate daily maintenance operations and oversee corrective and preventive maintenance activities.
  • Monitor facility conditions and respond to facility emergencies and system failures.
  • Prioritize and manage work orders and manage equipment inventory.
  • Coordinate subcontractors and specialty vendors.
  •  

Program Management

  • Develop annual maintenance plans and schedule preventive maintenance activities.
  • Allocate resources based on operational priorities and identify operational risks.
  • Manage equipment lifecycle planning.
  • Ensure contract compliance and maintain program documentation.
  • Provide status reporting to Government representatives.
  • Coordinate vendor activities.

Grounds Maintenance Oversight

Coordinate and oversee:

  • Lawn maintenance, mowing, trimming, weed control and seasonal grounds maintenance.
  • Snow removal and Ice mitigation.

Work Environment

  • Omaha Tribal Detention Facility.
  • Six Government facilities, Five Government residences, One Government duplex.
  • All facilities are located within a compact Government campus.

Physical Requirements

  • Walk throughout the campus daily and respond to emergency maintenance situations.
  • Inspect rooftops, mechanical rooms and equipment and work outdoors during all seasons.
  • Operate maintenance equipment, when necessary, and lift approximately 50 pounds.
Qualifications

Necessary Skills and Knowledge:

  • Comfortable making independent decisions, highly organized, and self-directed
  • Skilled at prioritizing competing work, and strong communicator, calm under pressure and detail oriented.

Minimum Qualifications:

  • Bachelor's Degree or 12 equivalent experience.
  • Be a U.S. Citizen 
  • Pass a Bureau Of Indian Affairs background investigation and comply with all federal security requirements and meet detention facility access requirement.
  • Able to build positive relationships with Government personnel.
  • Experienced managing vendors and customer-focused.

  • Federal facilities and Detention facilities.
  • Department of Interior, Bureau of Indian Affairs, Tribal organizations.
  • Department of Justice, Military installations, Healthcare campuses, Universities and Large institutional campuses

Pay and Benefits

The salary range for this position is $80,000 - $90,000 annually.
