Job Description:

L3Harris' Spectrum Superiority (S2) sector is currently seeking a Sr Spec, Program Management, to join our team. This position will be based at our Salt Lake City, UT facility.  This person will contribute to the company's success by providing onsite guidance and oversight to our portfolio of IRAD programs. This Sr Spec, Program Management will lead multi-functional teams in program execution, financial management, risk & opportunity management, proposal and production execution. This role ensures technical excellence, cost control, schedule adherence, and alignment with corporate growth and technology roadmaps. The Program Manager serves as the primary leader accountable for program performance, risk management, stakeholder engagement, and cross-functional integration.

Essential Functions:

  • Demonstrated experience managing IRAD portfolios or technology development initiatives, including planning, prioritization, budgeting, execution oversight, and transition of technologies into programs or products.
  • Develop and implement program strategies, plans, and objectives that align with the organization's goals.
  • Lead and mentor project managers and teams to achieve program milestones and deliverables; coordinate cross-project activities and facilitate collaboration across multiple departments and stakeholders.
  • Manage program budgets, ensuring resources are allocated effectively and financial objectives are met; providing regular updates to senior management and key stakeholders.
  • Identify and mitigate program risks, implementing solutions to overcome obstacles and challenges.
  • Ensure compliance with relevant regulations, industry standards, and organizational policies.
  • Drive continuous improvement within the program, leveraging best practices and lessons learned from project execution.
  • Experience developing and presenting status, value assessments, and investment strategies to senior leadership.
  • Proven ability to partner with engineering, business development, and strategy teams to align IRAD investments with longterm business objectives and customer needs.
  • Strong understanding of the technology maturation lifecycle, risk management, and milestone-driven development practices.

Qualifications:

  • Bachelor's degree with a minimum of 6 years of program management experience, or a graduate degree with at least 4 years of related experience. In lieu of a degree, 10+ years of relevant program or technical management experience is required.
  • Minimum of 5 years of management and leadership experience, including leading crossfunctional or crossdepartmental project teams.
