About the team and the role:
At eBay, our Global Technology organization powers a global marketplace at massive scale. The Cloud Platform team builds and operates the infrastructure that enables reliable, secure, and cost-efficient systems across the company. This team plays a critical role in accelerating cloud adoption, modernizing infrastructure, and delivering the platform capabilities that support engineering teams across eBay.
As a Manager of Technical Program Management, you will lead a team of TPMs responsible for delivering high-impact cloud platform initiatives across infrastructure, modernization, and platform services. This role combines people leadership, portfolio ownership, and cross-functional influence, with broad visibility across engineering, product, SRE, security, and finance. You will help shape execution across distributed teams, strengthen operational rigor, and drive measurable outcomes in reliability, scalability, resilience, and cost efficiency.
What you will accomplish:
  • Build, lead, and develop a high-performing team of Technical Program Managers, creating an environment of strong execution, accountability, collaboration, and continued growth.
  • Own a portfolio of strategic cloud platform programs, including initiatives such as cloud migration, Kubernetes platform evolution, and infrastructure modernization, delivering measurable business and technology outcomes.
  • Partner across engineering, product, SRE, security, and finance to align priorities, influence roadmaps, and resolve cross-organizational dependencies that impact delivery at scale.
  • Establish and scale program management best practices, including governance, planning, reporting, and risk management, to improve execution predictability and operational efficiency across programs.
  • Drive platform transformation efforts that improve reliability, performance, resilience, and standardization, while supporting cloud adoption and long-term platform maturity.
  • Enable stronger cost efficiency and developer productivity by partnering on governance, platform capabilities, and self-service tooling that simplify how teams build and operate services.

What you will bring:
  • 8+ years of experience in Technical Program Management, Engineering Program Management, or a related field, with a track record of delivering large-scale, cross-functional programs.
  • 2+ years of people leadership experience managing TPMs, program teams, or similarly scoped roles, with success coaching talent and scaling team impact through others.
  • Strong understanding of cloud platforms such as AWS, GCP, or Azure, along with knowledge of distributed systems and modern infrastructure environments.
  • Familiarity with reliability engineering, observability, and platform operations, including experience supporting programs tied to resilience, performance, or service health.
  • Demonstrated ability to operate at organizational scope, make sound trade-offs, manage risk effectively, and improve execution across multiple teams or program areas.
  • Strong executive communication and influence skills, including experience partnering with senior leaders and driving alignment across teams without direct authority.

Additional Details
The base pay range for this position is expected in the range below:
$111,200 - $190,100
Base pay offered may vary depending on multiple individualized factors, including location, skills, and experience. The total compensation package for this position may also include other elements, including a target bonus and restricted stock units (as applicable) in addition to a full range of medical, financial, and/or other benefits (including 401(k) eligibility and various paid time off benefits, such as PTO and parental leave). Details of participation in these benefit plans will be provided if an employee receives an offer of employment.
If hired, employees will be in an "at-will position" and the Company reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, Company or individual department/team performance, and market factors.
