WHO WE ARE LOOKING FOR
The Office of the County Council is seeking an This Administrative Services Manager position will work as part of the Council's Central Staff - which is the non-partisan, professional staff team responsible for ensuring that the Council meets its budgetary, legislative, land-use, public health, and oversight responsibilities. This position will work under the direction of the Deputy Director for Operations.
What You'll Be Doing
The Administrative Services Manager (Manager III) is a professional level position responsible for providing essential administrative management services for both the elected Councilmembers' offices and central staff. Key responsibilities include but are not limited to:
  • Human resource liaison for all facets of personnel administration.
  • Prepare and track reports for Councilmember office operating and payroll budgets.
  • Timecard management for the County Council.
  • Monitor and approve reimbursement request, purchase orders, and purchase card payments.
  • Manage the administrative support team and workflow.
  • Supervision and workload management of front office staff and their administrative functions.
  • Develop and maintain standard operating policies and procedures for administrative processes, such as onboarding and off boarding of staff.
  • Assist other Legislative Branch departments as needed for personnel transactions.
  • Manage special projects as assigned by the Deputy Director.

The Administrative Services Manager is a working manager position and is expected to contribute to and assist with the work of the Central Staff team as needed in addition to managing the work. This position requires strong organizational skills and attention to detail as well as excellent written and oral communication skills.
The Administrative Services Manager must be able to work in a fast-paced, high-performance environment, and within an organizational structure focused on accountability, respect, and integrity. Additionally, the person selected for this position is expected to help foster an inclusive workplace where all staff feel comfortable and respected and a person's background, characteristics, beliefs, or life experiences do not negatively impact their work experience.
*Note: Offsite work, weekend and/or evening hours will be required as needed.

Minimum Qualifications
Experience: Five (5) years of progressively responsible professional experience in personnel/human resources administration, administration management or business administration.
Education: Graduation from an accredited college or university with a Bachelor's degree.
Equivalency: An equivalent combination of education and experience may be substituted.
License: Possession of a valid Class "C" (or equivalent) driver's license from the applicant's state of residence when required for job-related duties.

Leave Benefits
Our generous leave package starts with non-MLS permanent and term employees earning 15 days of sick leave and 15 days of annual leave in their first year, as well as up to three additional personal days each calendar year. Positions in MLS earn 35 days of paid time off each year. In addition, we offer all employees 10 paid holidays. Our leave policies adhere to the Family Medical Leave Act of 1993, and we provide six weeks of paid parental leave for new parents.
Retirement Benefits
All permanent and term positions are eligible for robust retirement plans. Public safety positions are eligible for a defined benefit pension plan in which they are vested after only five years. Employees in non-public safety positions can participate in retirement plans that contribute up to 12 percent of their annual salary. All employees can also participate in a supplemental retirement plan, the 457 Deferred Compensation Plan, to contribute even more to their retirement goals.
