Education and Experience Requirements
Bachelor's Degree in CS, IS, related field required or equivalent combination of education and experience sufficient to successfully perform the essential functions of the job. 12 years in an IT/IS environment. Master's Degree may offset 1 year of experience. Ph.D. may offset 2 years of experience. Position Purpose: The IT Portfolio Manager is responsible for oversight, governance, and optimization of the IT project portfolio. This role ensures alignment of technology investments to business strategy, funding priorities, and capacity while maximizing value delivery across Business Technology.
Job Description
Principle Duties and Responsibilities: Essential Functions:
  1. Establish and maintain portfolio governance frameworks, standards, and processes .
  2. Lead portfolio prioritization, sequencing, and investment decision making in partnership with business and IT leadership .
  3. Ensure alignment of demand, funding, and capacity with enterprise strategy and operational constraints .
  4. Provide portfolio level visibility into schedules, budgets, risks, dependencies, and value realization .
  5. Analyze portfolio performance and recommend trade offs to optimize delivery and resource utilization .
  6. Partner with Finance and leadership to support annual planning, forecasting, and investment reviews .
  7. Define and monitor portfolio metrics, dashboards, and reporting for executive audiences .
  8. Identify systemic risks, dependencies, and constraints across programs and initiatives .
  9. Guide and mentor Program and Project Managers to ensure consistency, discipline, and maturity of delivery practices .
  10. Drive continuous improvement of portfolio management capabilities, tools, and methodologies .
  11. Support strategic initiatives and transformational efforts by ensuring disciplined portfolio execution .
Additional Functions:
  1. Support PMO maturity initiatives .
  2. Participate in enterprise planning and governance forums .
Perform other duties as assigned. Other Requirements:
  1. Demonstrated experience managing IT portfolios with multiple concurrent programs and initiatives.
  2. Strong understanding of portfolio governance, investment management, and value realization.
  3. Proven ability to partner with senior leaders and influence enterprise level decisions.
  4. Advanced skills in demand, capacity, and financial management.
  5. Experience developing executive level communications and decision support materials.
  6. Strong analytical, organizational, and leadership capabilities.
  7. Familiarity with portfolio management tools and enterprise delivery methodologies.
  8. Certifications such as PMP, PgMP, and/or PfMP preferred.
A credit history check from a national credit bureau will be conducted for all candidates for this position including new hires and current employees seeking promotion or transfer. This job requires one to be able to read, write, speak, and understand the English language.
