Job description

Program Manager – Fort Greely Missile Defense Complex (GFORCE)

ASRC Federal Cyber is seeking an experienced Program Manager (PM) to lead the GFORCE program at Fort Greely Missile Defense Complex near Delta Junction, Alaska. This is a mission-critical environment supporting 24/7 operations with high standards for compliance, execution discipline, and customer confidence.

The PM is accountable for:

  • Contract performance against SOW/PWS (safety, quality, responsiveness, compliance).
  • On-call leadership consistent with 24/7 mission needs.
  • CDRL satisfaction (timely, accurate, compliant delivery and Government acceptance).
  • MMMS/CMMS governance and data quality to ensure credible reporting, audit-ready documentation, and defensible metrics.
  • Effective partnership with Shared Services, Labor Relations, HR, Procurement/Subcontracts, Finance, and Contracts to enable compliant execution.

 

Key Responsibilities

  • Lead program execution through a disciplined operating rhythm (prioritization, KPIs, action tracking, risk management, backlog management, and performance reviews).
  • Maintain high customer confidence through transparent communication, early risk escalation, and timely corrective actions; contribute to strong performance evaluations (e.g., CPARS-equivalent outcomes).
  • Ensure work control discipline: planning/scheduling, proper documentation/closeout, quality checks, and sustained improvement in backlog health and PM compliance.
  • Direct and develop managers/supervisors; set expectations, coach performance, and ensure accountability across functional areas.
  • Execute effectively in an organized labor/CBA environment: consistent application of agreements, role clarity, respectful engagement, and documentation discipline that reduces grievance risk.
  • Manage financial performance: labor planning, budgeting/forecasting, cost control, and variance explanations aligned to contract execution.
  • Manage subcontractor/vendor performance (scope, schedule, quality, documentation, and corrective actions).
  • Partner with engineering and technical SMEs to manage technical risk and translate requirements into executable plans (PM is not required to be an engineer).
  • Operate within secure-site requirements and controlled information practices; ensure teams follow required security/compliance processes.
  • Ensure program execution aligns with contract quality requirements (including AS9100-referenced provisions) through disciplined adherence to established procedures, documentation control, audit support, and corrective action closure.
  • Maintain a regular on-site presence to observe field conditions, engage frontline personnel, and drive timely decision-making, including face-to-face customer meetings and in-person working sessions as needed.

 

Required Qualifications

  • Bachelor’s degree (or higher) from an accredited institution in business, management, engineering, construction/facilities management, information systems/cybersecurity, or closely related field (or equivalent combination of education and relevant experience).
  • 10+ years progressive leadership on complex service contracts (DoD/Federal preferred), including 5+ years as PM/Deputy PM/operations lead on performance-based programs with multi-disciplinary teams (50+ preferred).
  • Demonstrated record of measurable program success (examples may include: improved customer satisfaction, performance evaluation outcomes such as CPARS/equivalent feedback, improved deliverable timeliness, reduced backlog/deferred maintenance, improved response performance, improved audit results, improved cost performance).
  • Demonstrated experience establishing or enforcing CMMS/MMMS governance (documentation standards, closeout discipline, reporting credibility, audit readiness).
  • Proven experience leading in an organized labor/CBA environment, including effective partnership with Labor Relations/HR.
  • Strong written and verbal communication skills (formal deliverables, executive briefings, clear incident/status communications).
  • Willingness and ability to support program needs consistent with 24/7 operations, including on-call leadership expectations.

 

Preferred Qualifications

  • PMP certification.
  • Experience with mission-critical infrastructure / high reliability operations (utilities, power, control systems, secure facilities, etc.).
  • Experience improving performance on an underperforming or high-scrutiny contract (turnaround/recovery experience).
  • Experience with structured performance management systems (KPI frameworks, corrective action programs, audit/inspection readiness).
