Hybrid or Remote - 1- 2 days/week in our office Minneapolis office for local candidates. Local candidates preferred; highly qualified U.S. based remote candidates will be considered provided they are able to travel 2-4 times annually for in-person meetings and organizational events.

Join Our Dynamic Market Transformation Team

We are looking for a Regulatory Technical Manager to join our growing Market Transformation team! This role will report to the Sr Manager of Market Transformation Regulatory Policy and Forecasting. The Market Transformation team is responsible for accelerating the adoption of energy efficiency and decarbonization technologies. As a Regulatory Technical Manager, you will be responsible for estimating energy savings and cost-benefit analysis, as well as assisting with forecasting, stakeholder engagement, administrative duties; and a variety of other tasks needed to support the ETA team. The ideal candidate will enjoy rolling up their sleeves to execute complex technical tasks but also collaborate with and project manage others to complete this body of work.

CEE launched a statewide market transformation program in 2023 called the Efficient Technology Accelerator, with committed and growing funding from the State of Minnesota and its utilities. This program accelerates and rapidly scales the development and adoption of emerging energy efficiency and decarbonization technologies.

What You'll Do
Economic and Energy Analysis

  • Develop and refine methodologies to quantify energy savings and net benefits across ETA initiatives.
  • Build and maintain complex economic and energy models in Excel to evaluate program cost-effectiveness, ensuring alignment with regulatory requirements and assumptions used by Minnesota utilities.
  • Design and manage forecasting models for ETA's statewide impacts, ensuring consistency with national market transformation best practices and Minnesota regulatory requirements.
  • Manage, clean, and maintain diverse and disparate datasets to ensure accuracy, integrity, and accessibility for analysis.
  • Partner with the ETA data team to guide and improve data acquisition strategies from internal and external sources.
  • Translate complex analytical results into clear, actionable insights for internal teams and external stakeholders.

Technical Writing

  • Produce clear, concise documentation of technical methods, assumptions, rationale, sources, and calculations for regulators, evaluators, and utility partners.
  • Support the development of regulatory filings, including reporting on ETA program performance and initiative-level outcomes.
  • Contribute to peer-reviewed publications on market transformation, demand-side management, rates analysis, beneficial electrification, and cost-effectiveness.

Project Management

  • Oversee the technical work that is done for the Market Transformation regulatory filings, including responsibility for project management, quality, and timeliness of all deliverables.
  • Develop and maintain a workplan for calculation of key performance indicators for regulatory filings, and work with internal CEE staff and consultants to execute the workplan.
  • Procure and manage sub-contractors who will develop and update energy forecasts.

Stakeholder Engagement

  • Collaborate with utility partners to align assumptions and methods, maintaining familiarity with ECO programs and utility-specific frameworks.
  • Present complex analytical methods and results to both technical and non-technical audiences, including internal teams and external stakeholders.
  • Collaborate with Sr. Manager of Regulatory Policy and Forecasting to develop recommendations to inform regulatory decisions.

Cross-Functional Collaboration

  • Work closely with engineering, research, and program teams to support analysis and implementation of ETA initiatives.
  • Develop tools and analytical resources to help program teams assess the cost-effectiveness and impacts of program changes.
  • Contribute to cross-functional projects and support the development of technical deliverables and documentation.
  • Other duties as assigned.

Skills & Knowledge, We're Looking For

  • Demonstrated experience in cost-effectiveness evaluation and energy savings calculation for utility-funded energy efficiency programs.
  • High degree of demonstrated ability to understand and communicate technical subject matter.
  • Ability to navigate ambiguity and employ adaptive management techniques.
  • Strong quantitative analysis capabilities including ability to develop and interpret algorithms for calculating energy savings; some experience with modeling preferred.
  • Strong written, presentation, and interpersonal communication skills.
  • Knowledge of Microsoft Office products, including strong capabilities with Microsoft Excel.
  • Strong motivation to contribute to the energy efficiency and sustainability sectors.
  • Ability to work independently and collaboratively in a fast-paced, dynamic environment.

Preferred Qualifications

  • Bachelor's degree in related fields such as mathematics, physics, engineering, policy or economics preferred.
  • Minimum 3-5 years' work experience in demand side management, utility regulatory, energy savings modeling, or related field

Compensation

Dependent on qualifications and experience, we expect the pay range upon hire for this position will be $110,000 - $120,000per year.
