Description
Position is responsible for verifying the identification of arrested subjects, non-custodial arrested subjects, parole and probation registrants by physically obtaining and processing fingerprints using Automated Fingerprint Identification Systems (AFIS) and manual equipment.
Activities include capturing official fingerprint and mugshot records, performing vital quality control, capturing live scan records, searching and identifying fingerprints through local and nationwide databases, analyzing crime scene evidence, utilizing databases to locate investigation details or other information, may testify in local court as ii relates to prior convictions/arrest and collaborating with criminal justice partners requesting information.
Examples of Duties
Physically processes parolees, probation transfer registrants and non-custodial court ordered processing, using same procedures as in custody arrests; forwards information to local and state criminal records section for update of criminal history information.
Processes fingerprints on arrested individuals using Automated Fingerprint Identification System (AFIS). Operates AFIS; types information into AFIS workstation; input fingerprints using lives can devices; add, delete and/or update files; prepare reports. Captures mugshot images utilizing current digital MUGSHOT operating system.
Prepares and enters information (booking information, arrest information, name check information, etc.) into computer
• systems (Mugshot, AFIS, and OMS).
Processes arrest slips received from MCSO central receiving on individuals arrested in Marion County; ensures data integrity, researches previous arrest information in various systems (Odyssey/lNCITE/OMS/IWS Mugshot/Digital Archive/NCIC/IDACS) and performs subsequent verification through utilization of friction ridge identification.
Obtains and maintains required certifications (e.g., IDACS/NCIC); utilizes appropriate systems to perform searches on in- and out-of-custody subjects to locate outstanding warrants and/or other public safety alerts.
Assists authorized individuals with criminal records/warrant information; prepares requests for booking records; responds to inquiries for arrest/warrant information in person and by telephone; provides information in accordance with MCSO policy; routes telephone calls to appropriate personnel.
Establishes or updates arrest records for subjects arrested in Marion County; ensures information is completed in timely manner and integrity of same is preserved; forwards applicable arrest information to appropriate personnel; reviews information for accuracy and completeness.
Attends training sessions to maintain up-to-date knowledge of processing prisoners, booking records, AFIS, MUGSHOT, and other Identification related subjects. Attends initial and periodic friction ridge identification training from IMPD Latent Print Unit.
May assist as needed for local trial testimony related to keeper of the records and/or enhancements.

Typical Qualifications
High School Diploma or equivalent. Previous fingerprinting or criminal records maintenance experience or equivalent education preferred. Requires knowledge of law enforcement information systems (IDACS/NCIC, CMS, AFIS, Mugshot); MCSO rules and regulations, policies and procedures; related criminal and civil law; arrest procedures; court policies and procedures relating to criminal arrest procedures; fingerprint classification. Must be able to identify files both alphabetically and numerically; handle sensitive and hostile public contacts; learn and utilize various fingerprint and records management software. Must be able to complete detailed forms, records and reports; ability to distinguish visual detail; emotional stability; effective communication skills; must be able to obtain and maintain IDACS/NCIC certification; must be able to learn and pass internal fingerprint training program and pass proficiency testing as deemed necessary. Must pass pre-employment background investigation. Position is subject to random drug screenings.
Civilian Employees shall have her/his principal place of residence within the boundaries of Marion County within six months of employment.
Supplemental Information
Actions are controlled by established Marion County Sheriff's Office, policies and procedures, and civil/criminal laws. Incumbent uses judgment as necessary in the effective handling of sensitive issues or emergencies that may arise; care and precautionary measures must be exercised in dealing with non-custodial arrestees. High degree of confidentiality required. Position requires interaction with possibly hostile and/or irate individuals; considerable tact and diplomacy are necessary. Focus and Clarity necessary as well as attention to detail and strong work ethic to prevent errors which have a significant impact on the IMPD, the citizens of Indianapolis, arrested individuals and court proceedings. Work is generally performed independently; supervisory assistance is available when needed.

IMPORTANT PERF UPDATE:
1. All employees hired/rehired prior to 1/1/2017 are grandfathered into PERF Hybrid plan. The Hybrid plan consists of two components: Annuity Savings Account (ASA) -This consists of the mandatory employee contribution of three (3%) percent of compensation (made for the employee by the City), plus interest credits or earnings. You're always vested in your ASA portion - it's always yours. Pension - The pension portion of the retirement benefit is funded by contributions made by the employer over the course of the employee's career and separate from the annuity savings account. Employees enrolled in the PERF Hybrid plan are eligible for retirement benefits at age sixty-five (65) if they have ten (10) or more years of creditable service. After June 30, 1995, employees may retire at age sixty (60) with at least fifteen (15) years of credible service or if the member's age in years plus the years of credible service equals at least 85 and the member is at least fifty-five (55) years of age. With fifteen (15) or more years of creditable service, the employee may retire as early as age fifty (50) with a reduced pension. 2. Employees hired/rehired by the City and County after 1/1/2017 will be automatically enrolled in the PERF My Choice: Retirement Savings plan. This plan is an annuity savings account (ASA) only plan and does not have a pension component. Any service that an employee has in the My Choice: Retirement Savings Plan will not count toward the service time requirements for pension eligibility in the Hybrid Plan. With the PERF My Choice: Retirement Savings Plan, the ASA is split up into two parts: Part one - This consists of the mandatory employee contribution of three (3%) percent of compensation (made for the employee by the City), plus interest credits or earnings. You're always vested in your ASA portion - it's always yours.
Part two - This consists of an additional variable rate contribution paid by the City toward your ASA. This variable rate contribution is currently 1% of your gross wages. Vesting in the value of the variable rate employer contribution will vary by length of participation. You are: • 20 percent vested after 1 full year of participation • 40 percent vested after 2 full years of participation • 60 percent vested after 3 full years of participation • 80 percent vested after 4 full years of participation • 100 percent vested after 5 full years of participation 3. City Employees hired/rehired after 1/1/2017 that are members of the City AFSCME labor union can choose to enroll in either the PERF My Choice: Retirement Savings plan or the PERF Hybrid plan. Both of these plans are described above. Employees have 60 days to choose which option they want, and by state law this cannot be changed. If no choice is made, the employee will then be automatically added to the PERF My Choice: Retirement Savings plan. The Indiana General Assembly has enacted a provision that allows public employees to make voluntary contributions in addition to the mandatory three-percent (3%) contributions. Employees may contribute up to an additional ten- percent (10%) of their compensation per pay period to the annuity savings account. This means that the maximum level of contributions to the annuity savings account under this new provision is thirteen percent (13%) of an employee's compensation per pay period.
