The Finance & Commercial Risk team plays a critical role in supporting operational and strategic decision-making. This team ensures financial accuracy, manages commercial and contractual risk, and partners closely with leadership to drive strong business outcomes.


Position Summary

The Manager, Finance & Commercial Risk provides strategic financial and commercial leadership across the district. This role combines leadership for financial performance, risk management, contract compliance, contract negotiation, and claims management.


The ideal candidate partners closely with operations to drive strong business outcomes, proactively manage risk, and ensure disciplined, consistent execution of financial and commercial practices.


This role requires a leader who can go beyond contract review, clearly articulate commercial issues, and negotiate on behalf of the company to protect PCL’s interests.

Responsibilities

Leadership & Business Partnership

•    Partner with operations and senior leadership to influence planning, decision-making, and performance outcomes
•    Lead the finance and commercial risk team, fostering accountability, collaboration, and continuous improvement
•    Support development, critical thinking, and succession planning within the finance function

Financial Management & Reporting

•    Manage and enhance district financial reporting, forecasting, and business planning processes
•    Drive performance across cash flow and working capital to improve overall business outcomes
•    Ensure accuracy, timeliness, and integrity of financial information
•    Manages financial due diligence and prequalification to verify stakeholder financial capacity and performance capability

Commercial Risk, Contracts & Negotiation

•    Identify, assess, and mitigate commercial risks across the project lifecycle
•    Lead contract reviews, drafting, and negotiation activities to protect PCL’s interests
•    Articulate contractual risks and commercial positions and negotiate appropriate resolutions with owners, subcontractors, and partners
•    Support bid reviews to ensure risks, opportunities, and commercial terms are identified and actively managed

Insurance, Claims & Compliance

•    Oversee insurance, bonding, and performance securities to meet contractual and corporate requirements
•    Lead claims management efforts, in consultation with PCL Risk Management, to minimize exposure and maximize recovery
•    Ensure compliance with company policies and regulatory obligations

Governance & Continuous Improvement

•    Maintain strong financial and operational controls and support audit processes
•    Ensure adherence to policies, procedures, and best practices
•    Drive process improvements, standardization, and adoption of tools and technology

Qualifications

Education & Experience

  • 8+ years of progressive experience in finance, accounting, commercial risk, contract management, or project-based environments
  • Experience with legal, contractual, commercial risk, or claims-related matters preferred
  • 5+ years of leadership experience
  • Degree in Finance, Accounting, Business, or a related field
  • Construction or related industry experience preferred
  • CPA or equivalent designation preferred

Skills & Knowledge

  • Strong financial and commercial acumen, including forecasting, reporting, and risk analysis
  • Advanced knowledge of contracts, insurance, regulatory compliance, and commercial risk management
  • Ability to interpret, articulate, and negotiate contract terms on behalf of the company
  • Ability to influence stakeholders and support strategic decision-making
  • Strong communication and organizational skills
