Swingtech Consulting is seeking an experienced Capital Planning and Investment Control (CPIC) Analyst / Investment Manager to support investment portfolio governance, strategic planning, performance management, compliance monitoring, and executive reporting activities within a federal environment.

The successful candidate will provide subject matter expertise in investment management processes, portfolio oversight, business operations, risk management, performance measurement, and stakeholder engagement. This role requires the ability to work collaboratively with executives, program managers, project teams, and business stakeholders to support investment lifecycle management and organizational decision-making. The position supports portfolio governance activities throughout the investment management lifecycle, including planning, monitoring, reporting, and continuous improvement initiatives. Based on the draft SOW, the role supports investment governance, portfolio oversight, risk tracking, executive communications, artifact management, and reporting activities.

Key Responsibilities

• Support investment portfolio governance and oversight activities.
• Monitor investment performance, milestones, risks, and compliance requirements.
• Track and analyze portfolio health, investment status, and performance metrics.
• Provide recommendations to improve investment performance and organizational outcomes.
• Assist leadership with portfolio planning and investment decision support activities.
• Support capital planning and investment control (CPIC) processes across the investment lifecycle.
• Coordinate governance reviews, decision meetings, and executive briefings.
• Assist with investment reviews and approval processes.
• Facilitate stakeholder engagement and collaboration activities.
• Support implementation of investment management best practices.
• Develop, review, update, and maintain investment documentation and management artifacts.
• Ensure documentation aligns with organizational policies, standards, and reporting requirements.
• Manage document repositories and maintain version control processes.
• Coordinate reviews, approvals, and publication of finalized materials.
• Maintain records supporting audits, assessments, and compliance reviews.
• Prepare recurring status reports, briefings, presentations, and executive summaries.
• Develop reports and dashboards that communicate investment performance and organizational metrics.
• Support leadership presentations and governance board meetings.
• Gather, analyze, and present data to support strategic decision-making.
• Respond to management reporting requests and data calls.
• Identify, track, and communicate investment risks and mitigation strategies.
• Maintain risk registers and corrective action tracking mechanisms.
• Analyze performance trends and provide actionable recommendations.
• Support continuous process improvement initiatives.
• Assist with performance assessments and operational reviews.
• Collect, validate, and organize investment and operational data.
• Maintain centralized repositories and knowledge management resources.
• Support development of process documentation, standard operating procedures, and lessons learned.
• Promote knowledge sharing and collaboration across teams and stakeholders.
• Collaborate with executives, program managers, project teams, and business stakeholders.
• Facilitate meetings and working sessions.
• Build and maintain positive relationships across multiple organizational levels.
• Communicate complex information effectively to both technical and non-technical audiences.

Qualifications

• Bachelor's degree in Business Administration, Information Systems, Information Technology, Public Administration, Finance, Management, or a related discipline.
• Minimum five (5) years of experience supporting federal programs, portfolio management, investment management, strategic planning, governance, or business operations.
• Experience developing management reports, executive briefings, and presentations.
• Experience supporting governance boards, leadership reviews, or portfolio oversight functions.
• Strong analytical, organizational, and problem-solving skills.
• Excellent written and verbal communication skills.
• Ability to manage multiple priorities in a fast-paced environment.
• Proficiency with Microsoft Office Suite.
• Experience supporting federal investment management, portfolio governance, or capital planning activities.
• Experience with OMB Circular A-11 processes and federal reporting requirements.
• Experience supporting executive governance boards and investment reviews.
• Experience developing dashboards and visual reporting solutions.
• Experience supporting risk management and performance management initiatives.
• Experience working in large, complex federal organizations.
• Project and Portfolio Management (PPM) tools
• Governance, Risk, and Compliance (GRC) platforms
• Collaboration and document management systems
• One or more of the following certifications is desirable:

• Project Management Professional (PMP)
• FAC-P/PM
• ITIL Foundation
• Lean Six Sigma Green Belt or Higher
• Agile or Scrum Certification
