General Summary: Precision Talent Solutions is supporting a large government services contractor to identify a Capture Director to support growth within the construction portfolio. Reporting to the Chief Growth Officer, the Capture Director is a strategic growth leader responsible for identifying, qualifying, and winning large-scale federal construction and facilities contracts across the Defense Industrial Base. The ideal candidate will carry deep, hands-on expertise across the full spectrum of federal construction delivery methods โ€” including design-build (DB), vertical construction, Sustainment Restoration & Modernization (SRM/FSRM), and traditional general contracting (design-bid-build) โ€” and will leverage that technical credibility to build compelling win strategies and author persuasive technical approaches. Responsibilities: Own and drive the full capture lifecycle for priority opportunities โ€” spanning design-build, SRM/FSRM, vertical construction, and GC pursuits โ€” from identification through proposal submission and award, with values typically ranging from $10M to $500M+. Develop, maintain, and executive-report a robust opportunity pipeline using Salesforce CRM, tagging pursuits by delivery method (DB, DBB, JOC, MATOC/SATOC), funding type (MILCON, O&M/SRM, DHS/DoS appropriations), and customer agency. Author and present capture plans, black hat assessments, competitive intelligence reports, and gate review briefings to senior leadership in accordance with the company's BD process continuum (Shipley-based). Lead price-to-win (PTW) analysis and competitive pricing strategy; model DB design contingency, SRM task order markup structures, and GC overhead/fee assumptions in coordination with Cost/Pricing and Operations. Manage bid and proposal (B&P) budgets for assigned pursuits; prepare, justify, and track B&P requests. Prepare and submit White Papers, RFI responses, Sources Sought responses, and pre-RFP shaping documents โ€” including concept design alternatives and SRM prioritization rationale โ€” to position the company favorably before solicitation release. Cultivate, maintain and leverage relationships within DOW, DoS and DHS in order to shape opportunities prior to release. Build and manage a strategic teaming ecosystem of prime contractors, subcontractors, JV partners, and small business concerns โ€” including licensed A-E design firms essential to two-phase design-build and pre-design GC pursuits โ€” aligned to target customers and contract vehicles. Represent the company at SAME, AUSA, AGC, ACEC, NDIA, and SBA matchmaking events; actively build the company's profile within the DB and federal GC subcontracting community. Qualifications: Bachelor's degree in Business Administration, Construction Management, Engineering, Architecture, or a related technical field. Equivalent combination of education and directly relevant professional experience will be considered in lieu of a degree Minimum 10 years of progressive experience in federal government business development, with at least 7 years in a capture management role within the defense construction, facilities, or engineering services sector. Demonstrated, verifiable track record of competitively winning new federal contracts as Capture Manager, with cumulative wins exceeding $250M and individual single-award wins of $50M or greater. Experience with major federal construction contracting vehicles: DB MATOC/SATOC, JOC, SRM IDIQ, design-bid-build IFBs, and performance-based service contracts.
