Job description

Responsibilities
  • Serve as the primary liaison with Government representatives (DCMA and customer) to resolve complex property issues, and coordinate, assist, or direct property operations during a PMSA or internal audit.
  • Advise Senior Property Manager on strategic process improvements, business practices, and system enhancements that drive efficiency, productivity, and risk reduction across the company's property management function.
  • Work with program-level property custodians to establish processes based on contract, customer, and Peraton requirements.
  • Build and maintain effective working relationships with functional departments and program management, communicating effectively with internal and external customers.
  • Create and update Government Property Records, utilizing Government reporting systems such as PIEE / GFP Module - including completing and submitting Contractor Receivers, Shippers, Plant Clearance, Loss Reporting, and CAP Prescreening.
  • Prepare and deliver training to functional departments and program managers to ensure adherence to the company's Government Property policies, manuals, processes, and checklists in accordance with company policy and federal procurement regulations.
  • Perform self-assessments and analyze data and data-collection strategies to maximize efficiency and ensure the integrity of property records and reports.
  • Direct the preparation and submission of annual, quarterly, and monthly property reports (NASA, JPL, NRO, MPO, etc.), analyzing results to identify trends and potential risks.
  • Reconcile inventory input from line to corporate property records for all Government Property functions, via the deployed AssetSmart property record system or manually.
  • Provide guidance and assistance on proposals with Government property requirements, as required.
  • Conduct occasional travel to sites to perform on-site inspections.
  • Make sound decisions in compliance with policies, procedures, appropriate principles, and applicable federal regulations.
  • Perform other duties as assigned or as required.
Qualifications

Required

  • Minimum of 10 years of progressively responsible Government Property Management experience.
  • High School Diploma or GED.
  • Current Certified Professional Property Manager (CPPM), or the ability to obtain within one year.
  • Demonstrated experience reading and interpreting Government contracts.
  • Strong working knowledge of FAR Part 45, FAR 52.245-1, DFARS 252.245-7005, and the DCMA Job Aid for Government Contract Property Administration.
  • Experience with PIEE and the GFP Module - including Contractor Receivers, Shippers, Plant Clearance, Loss Reporting, and CAP Prescreening.
  • Experience with AssetSmart.
  • Proficiency with MS Office Suite, including Power BI.
  • Excellent interpersonal, organizational, and written/verbal communication skills, with the ability to influence and advise at all organizational levels.
  • Strong analytical skills and the ability to manage multiple priorities and projects simultaneously - anticipating challenges, proposing solutions, and maintaining accuracy and compliance as a self-starter.
  • Active Top Secret (TS) clearance.

Preferred

  • Bachelor's degree in Business or a related field.
  • TS/SCI clearance.
  • Experience with UNISON CLM.
  • Experience with Costpoint.

Target Salary Range$104,000 - $166,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations.
