Resource Monitor is a venture-backed technology company modernizing water management for America's small and rural water systems. We pair cellular water meters, assembled and programmed in-house, with software that operators actually like to use — so the utilities serving rural towns, water districts, HOAs, farms, and campuses can see their water in real time, catch leaks early, bill accurately, and conserve a resource that gets scarcer every year.

America runs on roughly 50,000 community water systems, and most of them are small: the utilities serving rural towns, water districts, and farming co-ops. The technology wave that modernized big-city utilities never reached these systems:

• 81% of US community water systems serve fewer than 3,300 people.
• Many small systems still read every meter by hand. Reading 1,000 meters that way can take an operator three days of 10-hour shifts, every billing cycle.
• A typical system loses 20-30% of the water it produces before that water reaches a customer's tap. Older systems can lose up to half.

That neglect is finally ending, and the timing is what makes this opportunity generational. Water is getting scarcer, the pipes and meters these systems run on are wearing out, and federal funding is reaching small and rural utilities for the first time. At the same time, cellular meters and cloud software have made modern metering affordable for even a 300-connection district. A water system that upgrades keeps its new technology, and the company behind it, for decades. The small systems choosing that company over the next few years are making a once-in-a-generation choice, and Resource Monitor is building to be the one they choose: meter readings every 15 minutes instead of once a month, leaks caught in hours instead of weeks, and water conserved in the communities that can least afford to waste it.

Texas is a strategic priority market for Resource Monitor, and right now it has no dedicated owner. The state has more than 7,000 water systems that serve the public, and the market is broader than it sounds: municipally-owned systems, investor-owned utilities, nonprofit water supply corporations, special utility districts, and co-ops. Most of them look the same from the inside: aging infrastructure, tight budgets, and no easy way to see what's actually happening in their water system.

We're seeking a Regional Sales Manager to be our first hire on the ground in Texas. You won't inherit a book of business or a set of warm leads; you'll start with a market that's enormous, underserved, and yours to define. The first year looks different from the fifth: early days establishing who Resource Monitor is in a state that doesn't know us yet, then converting that groundwork into a pipeline, a track record, and a real book of business.

Texas water is managed by an unusually wide range of people: elected boards at special utility districts, city councils, general managers, public utility directors, and the operators actually keeping water flowing every day. The person we're looking for can move fluently across all of it, selling to an elected board one week and a general manager the next, and building trust with the operators who will live with the decision.

Startup Reality Check: This is not your typical sales role. As an early employee at Resource Monitor, you'll join a fast-moving startup at a pivotal moment. We're looking for someone who thrives in ambiguity, moves with urgency, and is energized by building something from scratch. You'll wear multiple hats, work directly with founders, and significantly influence the company trajectory. The role requires an entrepreneurial mindset - someone willing to trade the certainty of an established company for the potential of outsized equity returns and the chance to shape an industry.

This isn't your role if you're looking for structured processes, established playbooks, or a traditional corporate hierarchy. • Prospect and win new business across Texas rural water utilities, municipal water systems, and water/utility districts, building a pipeline from scratch through outreach, referrals, and industry relationships
• Sell directly to general managers, boards, and elected officials, tailoring your approach to each system's governance, funding path, and day-to-day challenges
• Build relationships with the industry associations, trade groups, and referral networks that shape how Texas water systems make decisions, starting with the Texas Rural Water Association, so Resource Monitor becomes a name that gets recommended
• Navigate the full sales cycle, including board approvals, procurement, and funding timelines (including Texas Water Development Board programs), through to signed contract and a smooth handoff to implementation
• Own your pipeline in HubSpot, with clean, current records and forecasts leadership can rely on
• Represent Resource Monitor at Texas trade shows and regional water association events
• Report to the senior team on pipeline, activity, and progress toward building the territory

• Grow the territory to the point where it needs a team under you. The person who builds that foundation is the person best positioned to lead what comes next.
• Build something from the first meeting to the org chart, at a company small enough that your work is visible and backed with real product and real support.

• 3+ years of B2B field sales experience, with a territory or book of business you built yourself and can point to
• Experience with long, relationship-driven sales cycles involving boards, elected officials, or public procurement
• Ability to build trust with buyers who hear from a lot of vendors, and to earn a network's referrals rather than just its attention
• Self-direction: this role has real autonomy from day one, and it rewards people who create their own momentum
• Based in Texas, with willingness to travel extensively across the state (at least 50%). Arrangements can be discussed for candidates with caregiving responsibilities.

• Fluency across Texas water entity structures: how a water supply corporation's board differs from a city council, and how a municipal utility district's funding path differs from a co-op's
• Background in water, utilities, agriculture, or adjacent infrastructure sales
• Familiarity with Texas Water Development Board funding programs and public procurement
• Experience with CRM systems (we run on HubSpot)
• History of developing a new territory in a startup environment
