Nature of Work
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.
This is highly responsible technical and supervisory work in the enforcement of various applicable national, state, and local laws, codes, ordinances relating primarily to health, zoning, and environmental regulations in the City's Parks and Recreation Department. Incumbent plans, directs, coordinates and supervises the park rangers' day-to-day activities associated with the safety and security of the general public in parks and recreation facilities and property; provides security services in City parks to residents and visitors alike; maintains an environment where people feel safe and secure; provides information to patrons about park rules and regulations, including explanations and enforcement of regulatory codes and ordinances relating primarily to park usage; and proposes improvements to current rules, regulations and program operations. Incumbents are unarmed and have the authority under the City's code to enforce park rules, issue park exclusions, warnings and/or citations, as necessary.
Incumbent plans, conducts, and undertakes various functions of the division such as inspections, notices. Emphasis of work is on conducting and supervision of park ranger activities within assigned geographical or functional area that at times may be citywide. Work includes some field and extensive office duties.
The incumbent is also expected to be available to his subordinates or City officials by cellular phone 24 hours a day, seven days a week.
Illustrative Examples of Essential Duties
  • Plans, schedules, organizes, supervises, and directs a variety of activities related to the Park Ranger Program and park ranger activities
  • Assists park staff in handling complaints and enforcement of parks' code, rules, and regulations
  • Supervises and evaluates the work of Park Rangers; sets priorities and assigns work to personnel; coordinates work activities, program functions, special events and other related activities with other City departments, community and private groups as needed
  • Comprehends and makes inferences from written materials; maintains daily work logs and submits reports to the department and the Risk Management Division of the Human Resources Department of employee/visitor injuries, vandalism, vehicle accidents, building burglaries, patrol time and unsafe conditions
  • Reviews reports submitted by park rangers related to any warnings or written notices of violation; tracks enforcement of fines; represents the Department in court, special master and/or related boards
  • Assists with planning and monitoring the budget for the area of responsibility; coordinates ordering of supplies, including but not limited to proper signage within park limits, and makes sure rangers have required uniforms
  • In coordination with Parks Administration, develops policies, procedures, short- and long-term objectives and other plans related to assigned area; updates staff with information concerning park safety, and makes recommendations regarding park enforcement of rules, City codes and regulations including but not limited to animal ordinance violations and illegal trash dumping
  • Enforces applicable laws, codes, ordinances, and other regulations by issuing warnings and written notices of violation to the appropriate authorities; monitors events; identifies unsafe conditions and opportunities for vandalism; checks and monitors safe use of playground and fitness equipment; opens and closes parks and/or any amenity located within the park limits
  • Provides assistance in emergency situations; calls for law enforcement or medical assistance; investigates and resolves complex citizen complaints and fields questions from the park ranger supervisors, park rangers and park staff
  • Assists park ranger assistant manager and park rangers, if needed, in determining the appropriate course of action when dealing with public nuisances, group conflict, and general public interactions and determines when situations require law enforcement assistance/intervention
  • Resolves procedural, operational, and other work-related problems by communicating with, and responding to a demanding and diverse public by answering questions, explaining policy and handling complaints
  • Assists with the development of handbooks and training for park rangers and any volunteers and informational pamphlets for the public; participates in the preparation of grant applications
  • Supports the City's policies, goals and objectives and works with management and other staff to achieve such goals and objectives
  • Performs related work as required

Minimum Requirements
  • Possess a valid, appropriate driver's license with acceptable driving record and must maintain it throughout employment without any restrictions affecting job performance
  • Possess college credits from an accredited university in the area of Public Administration, Criminal Justice, Communications, or Psychology. Bachelor's degree preferred.
  • Five (5) years of full-time verifiable experience dealing with the public in any of the following types of work: code enforcement, security, law enforcement, United States military, or regulatory enforcement experience.
  • Continued employment is dependent upon possessing or obtaining and maintaining Level 1 certification from the Florida Association of Code Enforcement within 12 months of appointment
  • Possess and maintain a current certification in American Heart CPR or obtain and maintain American Red Cross Community First Aide & Safety certification within 12 months of appointment and throughout employment
  • Possess and maintain a State of Florida Class "D" Security Officer License for unarmed security guards within 12 months of appointment and throughout employment
  • Physical capability to run, walk, and climb over rough and unfamiliar terrain, fences and other obstacles for extended periods of time
  • Shift work includes nights, weekends, and holidays

Preferred:
Knowledge of supervisory methods and techniques in planning, organizing, directing, and supervising park rangers or code enforcement operations
