Position Overview
We are seeking a Municipal Law Attorney to provide comprehensive legal counsel to the city/municipality, support elected officials and staff, and manage a broad range of municipal matters including land use, zoning, real estate, housing policy, and public policy initiatives. The ideal candidate will combine strong legal expertise with practical experience in local government law, excellent communication skills, and the ability to handle litigation, transactions, and advisory work in a collaborative environment.
Key Responsibilities

  • Provide timely legal advice to the mayor, city council, commissions, and municipal departments on municipal law, public policy, and governance matters.
  • Draft, review, and negotiate ordinances, resolutions, contracts, leases, purchase agreements, and other municipal documents.
  • Advise on land use and zoning matters including development approvals, variances, conditional use permits, and comprehensive plan amendments; represent the municipality in planning and zoning hearings.
  • Handle real estate matters for the municipality, including acquisitions, disposals, easements, dedications, and right-of-way issues.
  • Represent the municipality in administrative hearings and civil litigation, including appeals, enforcement actions, and land use litigation; coordinate outside counsel as needed.
  • Provide legal guidance on housing policy, affordable housing projects, and compliance with state and federal housing laws and regulations.
  • Ensure statutory and regulatory compliance across municipal operations and recommend policy changes to reduce risk and improve efficiency.
  • Conduct legal research, prepare memoranda and opinions, and present clear recommendations to elected officials and staff.
  • Train and advise municipal staff on legal procedures, open meetings (Sunshine/Open Records) requirements, conflicts of interest, and best practices.
  • Collaborate with interdepartmental teams, external stakeholders, community groups, and neighboring jurisdictions on cross-cutting issues and regional initiatives.

Qualifications

  • Juris Doctor (JD) degree from an accredited law school and active membership in the state bar; in good standing.
  • 7+ years of experience practicing municipal law, local government law, or a related field; experience as an Associate or in a municipal attorney role preferred.
  • Demonstrated experience with land use, zoning, and real estate law, including permitting, entitlements, and/or development agreements.
  • Experience advising on public policy and housing matters, including affordable housing programs and compliance with state and federal housing regulations.
  • Proven litigation and administrative hearing experience, including working with outside counsel.
  • Strong drafting and negotiation skills for ordinances, contracts, and real estate documents.
  • Excellent oral advocacy, presentation, and interpersonal skills; ability to communicate complex legal concepts clearly to non-lawyers and elected officials.
  • Highly organized, able to manage multiple matters simultaneously, and capable of prioritizing in a fast-paced municipal environment.
  • Commitment to public service, collaborative problem-solving, and ethical practice.
  • Familiarity with municipal operations, zoning codes, planning processes, and local government structures; valid drivers license preferred.
