Introduction

The Maryland Department of the Environment (MDE) protects\r\nand restores the environment for the health and well-being of all Marylanders.\r\nMDE is seeking a seasoned leader to join the Department's executive team as the\r\nDirector of the Land and Materials Administration. Within the Department, the\r\nLand and Materials Administration (LMA) implements the mission across a wide\r\npurview: administering federal and state authorities with respect to land-based\r\npollution control, legacy and emerging contaminants, solid waste, and others.\r\nLMA's work includes implementation of the Resource Conservation and Recovery\r\nAct, the Surface Mining Control and Reclamation Act, the Oil Pollution Act,\r\nComprehensive Environmental Response, Compensation, and Liability Act (CERCLA),\r\nand certain parts of the Clean Water Act, alongside state statutes covering\r\nsolid waste, waste diversion, lead, and PFAS, among others. The\r\nAdministration's work also covers important environmental justice and economic\r\ndevelopment dimensions, helping to oversee and safely return contaminated and\r\nunderutilized land to productive use and supporting redevelopment and revitalization\r\nacross the state.\r\nThe incumbent in this position will play a central role in\r\nshaping the strategic vision and implementation of Maryland's work to clean up\r\ncontaminated lands, revitalize impacted communities, advance environmental\r\njustice and climate goals, and steward the future of an essential state\r\nagency.\r\nClick here to learn more about MDE.\r\n\r\nThis is a Management Service position that serves at the pleasure of the Appointing Authority.\r\n\r\n

Main Purpose of Job

\r\nThe Maryland Department of the Environment is seeking an\r\nexperienced executive and organizational leader to serve as the Director of the\r\nLand and Materials Administration (LMA). LMA's Director sets the vision and\r\nstrategy for LMA, in partnership with the Secretary and Departmental\r\nleadership, and serves on the Secretary's senior management team, providing\r\nregular briefings on program priorities and progress. The Director may represent\r\nthe Department before the General Assembly and with local government leaders\r\nand serves as the Administration's public-facing programmatic lead on\r\ncommissions and workgroups. The role also requires close, ongoing engagement\r\nwith the regulated community, communities impacted by pollution, policymakers,\r\nand the general public to ensure the Administration's programs are both\r\neffective and workable. The Director also works closely with the Assistant\r\nSecretary for Environmental Justice and the Assistant Secretary for Climate\r\nPolicy to ensure alignment and implementation across the Department's\r\nenvironmental justice and climate policies and goals.\r\nThe LMA Director is responsible for planning, directing,\r\nand supervising a budget, personnel, and staff assignments for all LMA programs\r\nwith responsibilities related to both environmental and administrative statutes\r\nand regulations. Oversight of LMA involves administering an operating budget of\r\napproximately $45.5 million and a capital budget of $1 million with a total of\r\napproximately 234 authorized positions.\r\nThe LMA Director provides management and direction to the\r\nfollowing Programs:\r\nLand Restoration Program\r\nLead Poisoning Prevention Program\r\nMining Program\r\nOil Control Program\r\n\r\n\r\n

POSITION DUTIES

\r\nKey Responsibilities:\r\n\r\n\r\n Incumbent\r\n will provide strategic leadership to include guiding the agency's vision,\r\n goals, and strategic direction, ensuring alignment with state, national,\r\n and global environmental standards and goals while working to implement\r\n the Secretary's priorities.\r\n\r\n\r\n Responsible\r\n for policy development. The incumbent will oversee the development and\r\n implementation of policies to address critical environmental issues,\r\n including pollution control, conservation, lead poisoning prevention, oil\r\n control, and resource management.\r\n\r\n\r\n Incumbent\r\n will provide program management in directing and coordinating the above\r\n environmental programs, including monitoring, compliance, and public\r\n education, ensuring their effectiveness and efficiency.\r\n\r\n\r\n Will\r\n build strong relationships with government entities, industry\r\n stakeholders, and community organizations to promote collaborative\r\n environmental efforts.\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n

MINIMUM QUALIFICATIONS

\r\nEducation:\r\nA bachelor's\r\ndegree in environmental science, environmental engineering, environmental\r\npolicy or a related field.\r\nExperience:\r\n10+ years of\r\nprofessional experience in environmental management, sustainability programs,\r\nor a related field.\r\n3 to 5 years of supervisory experience in a leadership or\r\nmanagement role, overseeing environmental teams or projects.\r\nStrong leadership and decision-making abilities.\r\nExperience managing one or more of the following\r\nprogrammatic areas: Land Restoration Program, Lead Poisoning Prevention\r\nProgram, Mining Program, Oil Control Program, Solid Waste Program.\r\nAbility to manage budgets and assess financial implications\r\nof environmental projects.\r\nDemonstrated success in leading cross-functional teams.\r\nExcellent communication and stakeholder engagement skills.\r\nPerformance based team management.\r\n\r\n\r\n

DESIRED OR PREFERRED QUALIFICATIONS

\r\nIt is preferred that the selected candidate has the\r\nfollowing:\r\n\r\n Graduate\r\n Degree in Political Science, Public Policy, Business and/or STEM fields.\r\n\r\n\r\n Vision\r\n to guide teams in emerging policy and programmatic areas.\r\n\r\n\r\n Proficiency\r\n in developing and managing environmental compliance programs.\r\n\r\n\r\n Experience\r\n administering CERCLA, RCRA and other Federal programs.\r\n\r\n\r\n Experience\r\n and knowledge of PFAS policy and response.\r\n\r\n\r\n Ability\r\n to assess and mitigate environmental risks.\r\n\r\n\r\n Experience\r\n in public outreach and collaboration with regulatory agencies.\r\n\r\n\r\n\r\n\r\n\r\n\r\n
