Summary
You will serve as a Management and Program Analyst with the Bureau of Land Management (BLM).
This position is a Management & Program Analyst whose primary purpose is to study the programs and administrative operations of a BLM organization and to propose and recommend changes and strategies for more efficient and effective operations for important mission- critical programs, at a national level.

Some of the major duties you will perform include but are not limited to the following:
  • Apply qualitative and quantitative methods in assessing complex management processes and systems for BLM-wide programs or very large segments of such programs.
  • Develop long-range (e.g. more than 5 years) program plans, goals, objectives and milestones.
  • Evaluate the effectiveness of programs conducted through the BLM.
  • Identify and develop ways to resolve problems which directly affect the accomplishment of principal BLM program goals and objectives.
  • Develop administrative regulations or guidelines for the conduct of program operations or develop new criteria for measuring program accomplishment.
  • Provide research related to BLM policies, relationships or activities that require the attention of leadership.
  • Advise leadership on administrative matters relating to the accomplishment, coordination, integration, and synchronization of a variety of substantive staff actions, events, and other related assignments.
  • Responsible for the proper handling of telephone calls, messages, urgent tasks, and daily details for leadership's travel and office itineraries. Receive, screen, and answer telephonic and personal visitors/guests. Answer inquiries and makes referrals as appropriate.

Duties will be developmental in nature when filled below the full performance level.

Under applicable law, the employment of an individual serving a probationary or trial period automatically terminates when that period ends unless the agency affirmatively certifies, in writing, that the individual's employment should continue and that their appointment should be finalized. In the absence of agency action to affirmatively certify continued employment beyond the probationary or trial period, such appointments are terminated.

To receive credit for experience, your resume MUST state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
T o qualify for this position at the GS-12 grade level:
  • Specialized Experience Requirement: you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as demonstrated experience: serving as an advisor to senior-level leadership in an organization on administrative matters to include executing administrative and business functions of an office; and recommending improvements in program effectiveness and presenting that information in a way that supports management decision-making. You must include hours per week worked.

To qualify for this position at the GS-13 grade level:
  • Specialized Experience Requirement: you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as demonstrated experience: serving as an advisor to senior-level leadership in an organization administrative matters to include executing administrative and business functions of an office; Analyzing quantitative and qualitative data to provide program status updates and respond to specialized, time-sensitive requests; Recommending improvements in program effectiveness and presenting that information in a way that supports management decision-making; Reviewing complex data and independently identifying inconsistencies and recommending solutions to reduce errors and inconsistencies. You must include hours worked per week in your resume.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
