Regional Legal Training & Staff Development Manager - Norristown (Montgomery County), PA (NEW08102026)
SUMMARY
Legal Aid of Southeastern PA ("LASP") seeks a regional Legal Training & Staff Development Manager. LASP serves low-income individuals and families in Bucks, Chester, Delaware, and Montgomery counties. This is a full-time regional position based in Norristown, Montgomery County. The Regional Legal Training & Staff Development Manager oversees the design, coordination, and delivery of training and professional development programs across a multi-office, regional nonprofit legal aid organization funded by a variety of federal, state, and local public grants and private sources. This position will ensure consistent, high-quality practice standards across offices, support attorney and staff competency in poverty law practice, and enhance compliance with funding requirements. The role requires strong cross-office coordination, virtual training expertise, and a deep commitment to access to justice. This is a full-time position. Staff currently work on a hybrid basis. The successful candidate will be expected to perform in-office work as well as be able to work remotely.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:
Regional Training Strategy & Standardization
  • Develop and implement a regional training curriculum that supports consistent legal practice standards across multiple offices and geographic locations;
  • Ensure core legal aid competencies, policies, and procedures are uniformly taught and reinforced;
  • Collaborate with Supervising and Managing Attorneys to address office-specific and regional training needs and develop individualized training plans for staff;
  • Participate in LASP affinity groups for the purpose of identifying training needs.
Staff Training & Onboarding
  • Design and manage onboarding and orientation programs for attorneys, paralegals, and support staff across all offices;
  • Coordinate regional practice area training (e.g., housing, public benefits, family law, consumer law, and disability law);
  • Ensure training incorporates trauma-informed advocacy, cultural humility, language access, and client-centered representation.
Professional Development & Capacity Building
  • Support professional growth for staff at varying experience levels, from entry-level advocates to senior litigators and supervisors;
  • Coordinate mentoring, skills progression, and leadership development initiatives across offices;
  • Provide training and support for supervisors and managers in multiple locations.
Grant Compliance
  • Ensure training programs comply with regulations, restrictions, and audit requirements governing LASP's work;
  • Track and maintain training records;
  • Manage Pennsylvania CLE compliance and accreditation processes.
  • Track and understand regulatory, ethical, and funding changes affecting legal aid training.
Training Delivery & Technology
  • Deliver and coordinate in-person, hybrid, and remote training to staff across multiple locations;
  • Develop recorded trainings, written manuals, and shared practice resources accessible to LASP staff;
  • Utilize learning management systems (LMS) or shared platforms to centralize training materials and records.
Collaboration & External Coordination
  • Participate in statewide committees, task forces, and training collaboratives;
  • Recruit external trainers and consultants for legal education initiatives;
  • Support cross-office collaboration and knowledge sharing among attorneys and advocates.
Administration & Reporting
  • Manage regional training budgets and education-related grants;
  • Prepare training-related reports for leadership and funders;
  • Assist with organizational change initiatives, including new case management systems or policy rollouts.
Core Competencies

SUPERVISOR: Chief Counsel
QUALIFICATIONS: License to practice law in Pennsylvania or admitted in another jurisdiction and eligible for admission to Pennsylvania is strongly preferred. Minimum 5 years of experience in legal practice, legal aid, training, or professional development. Training and experience in effective adult education. Strong understanding of civil legal aid and poverty law practice. Demonstrated experience working in or supporting multi-office or geographically dispersed teams. Prior experience in an LSC-funded or Pennsylvania legal aid organization is preferred. Demonstrated experience managing CLE compliance and accreditation. Proficiency with virtual training platforms and learning management systems. Experience developing training tied to grants and compliance requirements. Spanish language fluency is desirable.
COMPENSATION AND BENEFITS: Base salary for the position starts at $78,500, but salary is commensurate with experience. Excellent benefits, including a 401K retirement plan with generous employer contributions, health insurance option in which 100% of premium costs are provided, ancillary benefits, and generous leave provisions, including paid holidays, floating holidays, personal leave, vacation, sick, and parental leave.
