Job description

Program: Comprehensive Legal Services to Unaccompanied Alien Children (UAC) – Program Management Office (PMO) Contract

Customer: U.S. Department of Health and Human Services (HHS) – Office of Refugee Resettlement (ORR), Washington, D.C. Capital Area

Work Location: 100% Remote Telework (U.S.-based)

Employment Type: Full-Time / W-2

Clearance: Must be a U.S. Citizen and able to obtain and maintain an HHS Public Trust background investigation

POSITION SUMMARY

The Data Analyst turns program data into decisions for the CPMC PMO supporting the HHS/ORR UAC Legal Services contract. This role builds and maintains the reporting layer that sits over Microsoft Dynamics 365, SharePoint, and subcontractor data feeds, and produces the recurring dashboards, ad-hoc analyses, and data calls required by HHS/ORR and CPMC leadership. All work is performed on de-identified program operations data — this role does not access personally identifiable information about UAC beneficiaries.

KEY RESPONSIBILITIES
  • Design, build, and maintain program dashboards and recurring reports in Power BI (and Excel) drawing from Microsoft Dynamics 365, SharePoint, and subcontractor data feeds.
  • Respond to HHS/ORR and CPMC PMO data calls with accurate, auditable, welldocumented analyses.
  • Build and maintain the program's data dictionary, data lineage, and qualitycontrol checks on all reported metrics.
  • Partner with Finance, Subcontracts, and Quality to align KPIs and ensure one source of truth across the PMO.
  • Perform trend analysis, variance analysis, and forecasting on program performance, subcontractor throughput, and financial burn.
  • Automate recurring reporting using Power Query, Power Automate, and Dynamics 365 native reporting.
  • Support adhoc analysis for the Program Manager, including scenario modeling and rootcause investigations.
  • Document all reporting logic and hand off runbooks to Quality and Finance.
  • Adhere to HHS datahandling requirements and CPMC informationsecurity policies at all times.
  • REQUIRED QUALIFICATIONS
  • U.S. Citizenship (required for HHS background investigation).
  • Ability to obtain and maintain an HHS Public Trust background investigation.
  • Bachelor's degree in Data Analytics, Statistics, Information Systems, Business, or a related field.
  • Minimum 35 years of data analyst experience supporting federal programs, with HHS customer experience strongly preferred.
  • Strong handson experience pulling and reporting on data from Microsoft Dynamics 365.
  • Expertlevel Microsoft Excel and Power BI; working SQL skills.
  • Demonstrated ability to translate ambiguous requests into structured analyses and clear visualizations.
  • PREFERRED QUALIFICATIONS
  • Experience with Power Automate, Power Apps, and SharePoint list reporting.
  • Python or R for adhoc statistical analysis.
  • Prior experience supporting an HHS/ORR, ACF, or immigrationrelated program.
  • Understanding of federal data governance and privacy requirements.

CPMC does not deliver any direct legal services under this contract; our scope is limited to PMO oversight, governance, financial administration, and subcontractor management on behalf of HHS. This position directly supports that mission.
