The Manager, Learning Operations & Vendor Management serves as the operational backbone of the Learning & Career Development function, ensuring scalable, efficient, and high-impact delivery of enterprise learning solutions.

This role is responsible for managing learning operations, delivery governance, analytics, and external vendor partnerships that support Signature's learning strategy. The role ensures seamless execution of learning programs, strong learner experience, effective intake and prioritization of learning requests, and operational excellence across all learning initiatives. Working closely with Learning Business Partners, HRIS, business stakeholders, and external partners, this role translates learning demand into efficient execution and scalable delivery. Success in this role requires strong operational leadership, project management, analytical capability, and the ability to optimize learning processes, vendor performance, and learner experience.

Minimum Education and/or Experience:

  • Bachelor's degree in Human Resources, Learning & Development, Organizational Development, Business, or related field required

  • 5+ years of experience in Learning Operations, Learning & Development, Program Management, Organizational Development, or related field

  • Experience managing learning systems, learning operations, or enterprise program delivery

  • Experience working with external vendors or strategic partners preferred

  • Experience managing cross-functional projects and multiple competing priorities

  • Strong analytical experience with reporting, dashboards, and performance metrics

Essential Duties and Responsibilities:

  • Lead learning operations strategy and execution to support scalable delivery of enterprise learning programs and initiatives

  • Manage the intake, prioritization, and workflow governance process for learning requests across corporate and field populations

  • Serve as the operational bridge between Signature Aviation and external learning partners ensuring effective scoping, delivery, and quality of learning solutions

  • Oversee learning program logistics, scheduling, resource coordination, and operational execution across enterprise learning initiatives

  • Partner closely with HRIS and the LMS Specialist to support effective learner experience, course deployment, reporting, and learning technology optimization

  • Collaborate with HRIS on learning system enhancements, process improvements, and technology solutions that improve learning delivery and operational efficiency

  • Develop and maintain dashboards, reporting, and analytics to measure program effectiveness, learner engagement, and business impact

  • Track and report key learning metrics, identifying trends, insights, and opportunities for continuous improvement

  • Partner with Learning Business Partners to define development requirements, prioritize requests, and support successful program launches

  • Establish operational standards, processes, and governance to improve efficiency, scalability, and learner experience

  • Support vendor management activities, including performance monitoring, delivery timelines, service quality, and relationship management

  • Identify opportunities to improve learning delivery through automation, AI, process optimization, and technology enhancements

  • Support enterprise Learning & Career Development initiatives as needed, including program launches, communications, and reporting
