This position is contingent upon successful contract submission and award.


Prevailance is seeking an Instructional System Designer Technician to support the technical development, implementation, and maintenance of online learning solutions. This role focuses on accessibility compliance, multimedia development, LMS integration, and instructional technology troubleshooting. The ideal candidate blends instructional technology skills with web design, automation, and multimedia production to enhance learner experience and training effectiveness. Travel may be required.


Responsibilities include, but not limited to:

  • Ensure course content complies with Web Content Accessibility Guidelines (WCAG) and accessibility best practices
  • Troubleshoot instructional software issues and implement technical solutions using modern tools and technologies
  • Create visually engaging, content-rich learning products with intuitive navigation and user-friendly interfaces
  • Implement, test, and maintain learning solutions that optimize student engagement and learning outcomes
  • Collaborate with Instructional Designers to plan, develop, and implement self-paced online training modules
  • Develop online learning content using commercial authoring tools such as Adobe Captivate, Articulate 360, Lectora, and similar platforms
  • Integrate multimedia elements including videos, images, animations, and interactive components into courseware
  • Support implementation and maintenance of courses within Learning Management Systems (LMS) such as Moodle and Blackboard
  • Ensure courseware compatibility with Microsoft Teams, Microsoft 365, and designated LMS platforms
  • Support SharePoint site development, automation, and administration to enable training delivery and collaboration
  • Apply workflow automation solutions using Power Automate
Requirements:

Qualifications:

  • Experience with Naval enterprise information systems, including DON Flankspeed, Microsoft Office 365, and Navy collaboration environments
  • Experience with SharePoint development, automation, and administration
  • Demonstrated proficiency using Power Automate
  • Experience developing animations and interactive media for training content
  • Experience implementing courses within an LMS and using commercial course authoring tools
  • Experience using web design tools (e.g., Photoshop, Dreamweaver)
  • Experience using multimedia tools (e.g., Adobe Creative Suite, Premiere, After Effects, or similar)
  • High technical standards and attention to detail
  • Excellent communication, organizational, and time management skills
  • U.S. Citizenship required

Desired Qualifications:

  • CompTIA IT+ certification or equivalent
  • Strong working knowledge of JavaScript, CSS, and HTML
  • Experience working closely with subject matter experts (SMEs)
  • Familiarity with Navy and military terminology

Education:

  • One of the following:
    • Associateโ€™s degree in Instructional Design, Curriculum & Instruction, Educational Technology, or related field plus 3+ years of experience in education, training, or curriculum development focused on instructional documentation and technical implementation; OR
    • High School Diploma or GED plus 5+ years of experience in training development or education with a focus on instructional documentation and instructional systems support
