Status: Contingent Upon Contract Award

Position Overview

This position is contingent upon contract award. Resicum International LLC is currently accepting applications from qualified candidates in anticipation of a potential contract award supporting the Air Force Special Operations Command (AFSOC), 720th Special Tactics Group (720 STG), Special Tactics Training Squadron (STTS). Selection, hiring, and employment are contingent upon successful contract award, funding authorization, and completion of all required pre-employment requirements.

Resicum International LLC is seeking an experienced eLearning Developer to support the modernization and advancement of Special Operations training through innovative digital learning solutions. The eLearning Developer serves as the technical lead responsible for designing, developing, implementing, and improving technology-enabled learning products that enhance the readiness and effectiveness of Air Force Special Tactics personnel.

Working closely with senior command leadership, instructional designers, instructors, and operational Subject Matter Experts (SMEs), the eLearning Developer transforms complex Special Operations tactics, techniques, and procedures (TTPs) into engaging digital learning experiences, interactive simulations, multimedia products, and blended learning solutions.

This is a remote position supporting Special Operations training initiatives associated with Hurlburt Field, Florida.

Essential Duties and Responsibilities
  • Lead the full lifecycle development of eLearning products, including analysis, design, development, implementation, and evaluation.
  • Design and develop engaging digital learning solutions supporting Air Force Special Tactics training programs.
  • Translate complex operational tactics, techniques, and procedures (TTPs) into effective online learning content.
  • Develop interactive learning modules, multimedia instruction, simulations, and blended learning solutions.
  • Apply instructional technology principles to improve learner engagement, knowledge retention, and performance outcomes.
  • Collaborate with command leadership, instructors, curriculum developers, and operational Subject Matter Experts to identify training requirements and develop effective learning solutions.
  • Develop, manage, and maintain digital learning assets within Learning Management Systems (LMS).
  • Design assessments, knowledge checks, and performance measurement tools.
  • Support SCORM/xAPI compliant content development and digital training integration.
  • Manage multiple eLearning development projects while meeting established schedules and quality standards.
  • Analyze learner feedback and performance data to support continuous improvement initiatives.
  • Ensure all instructional products maintain technical accuracy, operational relevance, and quality standards.
  • Support modernization efforts to improve Special Operations training effectiveness through emerging technologies.

  • Bachelor of Arts (BA) or Bachelor of Science (BS) degree in Education, Psychology, Instructional Technology, or a related field.
  • Minimum of five (5) years of experience supporting the Department of Defense in instructional technology, eLearning development, or digital learning solutions.
  • Demonstrated experience designing, developing, and implementing eLearning products.
  • Experience developing technology-enabled learning solutions using instructional design principles.
  • Experience supporting Learning Management Systems (LMS) and digital training environments.
  • Strong knowledge of Instructional Systems Design (ISD) methodologies.
  • Experience developing interactive learning content, multimedia instruction, and digital training materials.
  • Strong written and verbal communication skills.
  • Excellent organizational and project management abilities with the ability to manage multiple concurrent projects.
  • Ability to collaborate effectively with military leadership, instructors, curriculum developers, and operational Subject Matter Experts (SMEs).
  • Active Secret Security Clearance.
  • Ability to read, write, speak, and understand English fluently.
  • Proficiency with Microsoft Office applications.
  • Ability to work independently in a remote environment while meeting project schedules and deliverables.
Preferred Qualifications
  • Master's degree in Instructional Design, Educational Technology, Adult Education, Learning Sciences, or a related discipline.
  • Experience supporting Air Force Special Operations Command (AFSOC), U.S. Special Operations Command (USSOCOM), or other Special Operations organizations.
  • Experience developing military training curriculum using ADDIE or other recognized Instructional Systems Design (ISD) methodologies.
  • Experience creating SCORM and/or xAPI compliant learning content.
  • Experience developing interactive simulations, scenario-based training, and multimedia learning solutions.
  • Proficiency with eLearning authoring tools such as:

    • Camtasia
    • Adobe Creative Cloud
    • Similar eLearning development platforms
  • Experience managing and publishing content within Learning Management Systems (LMS), including Moodle, Blackboard, Cornerstone, or Department of Defense learning platforms.
