Position Summary:

The Estimator II prepares timely and accurate bid estimates for medium to large-scale projects and programs within the Power and Utilities market, including transmission, substation, and distribution construction. This role is responsible for developing competitive cost estimates, bid strategies, and project execution plans while ensuring the efficient use of personnel, equipment, materials, and subcontractors within contract requirements, schedule constraints, and operational objectives.

The Estimator II possesses a strong understanding of utility construction practices, utility contracting methods, and the cost drivers associated with electric transmission, substation, and distribution infrastructure projects. The successful candidate will have direct experience preparing bids and proposals for major Investor-Owned Utilities (IOUs), municipal utilities, electric cooperatives, and other utility clients while ensuring compliance with Henkels & McCoy's Project Management Methodology and safety and quality standards.


Responsibilities
  • Prepare detailed estimates and competitive bids for power transmission, substation, and distribution construction projects.
  • Analyze utility bid packages, engineering drawings, technical specifications, and contract documents issued by IOUs, municipal utilities, electric cooperatives, and other utility owners.
  • Develop labor, equipment, subcontractor, and material pricing strategies specific to utility infrastructure projects.
  • Lead bid reviews and risk assessments associated with utility construction programs, including EPC, unit-price, and design-build delivery models.
  • Build and maintain relationships with utility clients, vendors, subcontractors, and internal operations teams to support successful bid development and project execution.
  • Provide estimating expertise and support for change orders, scope modifications, and contract negotiations throughout project lifecycles.
  • Maintain knowledge of utility industry standards, utility procurement processes, and regional market conditions throughout the Western United States.

Qualifications
  • 5+ years of estimating experience within the electric utility construction industry.
  • Demonstrated experience preparing successful bids and estimates for transmission, substation, and/or distribution projects.
  • Direct experience working with major Investor-Owned Utilities (IOUs), municipal utilities, public utility districts, and electric cooperatives.
  • Advanced knowledge of utility construction methods, utility contract structures, labor productivity factors, and cost estimating principles.
  • Experience with computerized estimating and bidding software and proficiency with Microsoft Office applications.
  • Ability to interpret utility engineering drawings, technical specifications, procurement documents, and construction contracts.
  • Strong analytical, financial, and complex problem-solving skills.
  • Completion of H&M PMM training and formal Project Management coursework preferred.

Preferred Qualifications

  • Experience estimating projects for utilities such as SCE, PG&E, SDG&E, LADWP, APS, SRP, NV Energy, PacifiCorp, PNM, and other western utility clients.
  • Knowledge of utility work methods, grid modernization programs, wildfire mitigation programs, underground distribution, and transmission line construction.
  • Experience supporting master service agreements (MSAs), unit-price contracts, and utility capital improvement programs.

Salary Range: $80,000/yr to 120,000/yr (will be dependent upon level of experience)
