Under administrative and medical direction, the AVP, of Laboratory Services leads laboratory operations. The AVP, of Laboratory Services will lead the enterprise to provide service to our patients through the adoption of industry-leading and transformative best practices. The AVP, of Laboratory Services will be responsible for providing strategic direction, vision for a value-based model, and quality services throughout the continuum of care. The AVP, of Laboratory Services, also will draw upon their demonstrated expertise to accurately assess laboratory operating environments, appraise and prioritize challenges, and design operational plans to achieve efficient, high-performing programs encompassing human resources, service delivery optimization, automation, and information technology applications, cost-effective formulary & inventory optimization, population health initiatives (wellness, prevention, and disease management), safety and regulatory readiness. The AVP, of Laboratory Services must establish strong collaborative relationships with key medical, nursing, and executive leaders throughout the organization and external key stakeholders to achieve bold and innovative services that are in alignment with the system's strategic plans. The AVP, of Laboratory Services, will be expected to continuously assess healthcare and lab environments and proactively develop short and long-term strategies to ensure that the lab services department is well-positioned for current and future success.

Essential Responsibilities

Safety and Compliance:

  • Ensures that National Patient Safety Goals, CAP Laboratory Patient Safety Goals, biosafety, and other applicable safety regulations are addressed in section activities and operations.

  • Maintains knowledge of and ensures all operations within the department are following the standards set by regulating or accrediting agencies. (Including, but not limited to, TJC, CAP, CLIA, FDA, OSHA, AABB, ASHI, and FACT).

  • Supports compliance with hospital and laboratory safety policies and procedures.

  • Addresses non-compliance with safety policies and procedures by staff.

  • Ensures laboratory billing compliance.

Quality and High-Reliability:

  • Supports Laboratory Medical Director(s) in developing and implementing quality control systems and measures to ensure the medical reliability of laboratory data.

  • Ensures Quality Management Plan(s) policies and procedures are implemented.

  • Ensures laboratory quality monitoring and auditing, occurrence/deviation, and performance improvement are current and effective.

  • Monitors and evaluates the effectiveness of Laboratory functions and the ability of the departments to meet the needs of its customers.

  • Analyzes internal and external assessments for opportunities for process improvement or improved patient care.

  • Stays abreast of emerging technologies and recommends new platforms and testing to enhance laboratory operations as needed.

  • Plans and monitors staffing activities, including hiring, orienting, evaluating, disciplinary actions, and continuing education initiatives.

  • Solves problems and effectively leads, directs, and develops staff.

  • Supports educational and research missions system-wide.

Financial:

  • Reviews and justifies capital purchases and contracts.

  • Produces laboratory financial and statistical reports.

  • Acquires resources to expand testing and to implement new technologies to support growth in OU Health.

  • In collaboration with the Laboratory Medical Director(s) and others, ensures efficient and cost-effective laboratory services that reflect system and institutional goals.

Communications:

  • Maintains a good working relationship with the pathologists and acts as a liaison between the laboratory staff and the pathology leadership to achieve excellent performance, competency assessment quality assurance, safety, and quality control objectives.

  • Serves on committees and improvement teams to coordinate activities as they relate to pathology, i.e., diagnostic services, medical review, and quality assurance.

  • Consults and collaborates with other laboratory directors to achieve clinical integration, standardization, and compliance, and to capture advantage due to economies of scale.

  • Ensures appropriate and timely communication with laboratory staff, medical directors, hospital administration, and lab management team.

  • Fosters and develops peer working relationships, assuring team building within the organization.

General Responsibilities:

  • Performs other duties as assigned.

Minimum Qualifications

Education: Bachelor's degree in applicable field required. Master's degree preferred.

Experience: 10 years of professional experience in hospital laboratory services including 5-7 years of progressive leadership required.

License/Certification/Registration: Nationally recognized certified in a lab discipline is required.

Knowledge/Skills Abilities Required

  • Knowledge of project management principles.

  • Able to motivate others and establish a sense of urgency.

  • Understands high-throughput laboratory operations, including automation and Lean workflows.

  • Knowledge of budgetary methods and fiscal resource management

  • Knowledge of federal, state and hospital rules, regulations and policies governing laboratory and work.

  • Knowledge of current laboratory practices, techniques and terminology as it relates to autopsies, chemistry, cytology, hematology, histology, microbiology and surgical pathology.

  • Knowledge of JCAHO accreditation, compliance and survey processes. Familiar with the quality control requirements of a laboratory plus the related safety issues and guidelines.

  • Skill in effective communication, both verbal and written.

  • Ability to plan and supervise the work of others. Knowledge of report preparation.

  • Ability to maintain effective working relationships with others and manage a large department.

  • Establishes and promotes a climate of teamwork.

  • Utilizes computer technology as required.
