The Technical Project Manager will coordinate cross-functional and multi-vendor teams; manage scope, schedule, budget, resources, quality, risks, dependencies, and change; and partner with Product Owners, Scrum Masters, architects, engineering and operations leads, executive leadership, and Federal stakeholders to achieve measurable outcomes.**What You Will Do:**We are seeking an experienced Technical Project Manager to lead a diverse portfolio of technical efforts, including modernization initiatives, system and application enhancements, new capability delivery, platform improvements, integrations, and technology upgrades. This role will manage delivery from initiation through deployment and transition to operations, coordinating work across multiple workstreams, vendors, and agile teams while maintaining service continuity and alignment with business priorities.The Technical Project Manager will establish delivery baselines and governance, manage requirements and change, track performance and financials, facilitate technical and business decisions, and coordinate quality, security, release, operational readiness, and stakeholder adoption. Success requires sound judgment, technical curiosity, concise executive communication, and the ability to create accountability without displacing the responsibilities of Product Owners, Scrum Masters, architects, or Technical Leads.* Lead projects through initiation, planning, execution, monitoring and control, deployment, transition to operations, and closeout, with clear acceptance criteria and measurable outcomes.* Define and maintain project charters, scope, objectives, work breakdown structures, integrated schedules, resource plans, budgets, delivery roadmaps, and governance cadence.* Manage day-to-day execution across multiple agile teams, technical workstreams, vendors, and shared services; clarify roles, commitments, interfaces, and decision rights.* Partner with Product Owners and technical leads to translate business and technical requirements into prioritized, achievable release plans while maintaining traceability from objectives through delivered capabilities.* Manage scope, schedule, cost, quality, resources, procurement and vendor commitments, risks, issues, assumptions, dependencies, decisions, and corrective actions using appropriate controls.* Own project financial management, including budgets, forecasts, burn rates, variance analysis, Estimate at Completion, Estimate to Complete, and timely escalation of financial risks.* Establish and administer integrated change control, assessing proposed changes for business value and impacts to architecture, scope, cost, schedule, security, operations, and contractual commitments.* Coordinate architecture, application development, cloud infrastructure, cybersecurity, privacy, data, testing, configuration management, and operations stakeholders to meet delivery and governance requirements.* Drive release and operational readiness, including environment and integration dependencies, test completion, defect disposition, data migration, deployment planning, rollback and contingency planning, training, communications, support readiness, and production handoff.* Track technical dependencies across applications, cloud services, APIs, data exchanges, security components, environments, and shared platform capabilities.* Coordinate delivery planning for AWS-hosted environments and Java-based applications, working with technical leads to understand architecture, security, integration, deployment, and operational considerations.* Proactively manage implementation and transition risks, including workflow continuity, system-of-record decisions, overlapping capabilities, data synchronization, technical debt, testing scope, deployment sequencing, and operational impacts.* Define and monitor delivery metrics and key performance indicators, such as milestone performance, forecast accuracy, throughput, cycle time, quality trends, defect leakage, dependency aging, and risk exposure; use data to drive recovery plans and continuous improvement.* Prepare concise executive dashboards, weekly and monthly status reports, decision briefs, and forecasts that clearly communicate progress, financial status, risks, dependencies, tradeoffs, and decisions required.* Facilitate planning sessions, technical reviews, risk reviews, stakeholder forums, retrospectives, and decision meetings; document actions, owners, due dates, and outcomes.* Manage vendor performance against plans, deliverables, service expectations, quality criteria, and contractual obligations, escalating gaps and coordinating remediation.* Maintain complete, audit-ready project records, including baselines, plans, RAID logs, decisions, approvals, change records, status reports, meeting outcomes, and lessons learned.* Build trusted relationships across Federal stakeholders, vendors, architects, delivery teams, and operations partners while promoting accountability, constructive conflict resolution, team empowerment, and a culture of continuous improvement.**What You Will Need:*** Must be able to obtain and maintain a Federal or DoD Public Trust; approved adjudication is required before onboarding.
