Job description

Position Title: Technical Manager / SME โ€“ Utility Analyses

Location: Primarily desk-side / remote from the Contractor's office or home office (CONUS including Alaska, Hawaii, and outlying areas); occasional on-site support at DoD installations. OCONUS travel is highly unusual and only as required by individual task orders.

Clearance: Favorable NACI (minimum); ability to obtain installation access/CAC as needed.

Purpose / Customer Benefit: Establishes and analyzes current and projected utility usage and needs, enabling accurate infrastructure planning and cost management for installations.

Key Responsibilities:

  • Establish baseline utility usage and analyze future needs for various utility feeds (electric, water, sewer, gas, steam, etc.) on an installation.
  • Develop utility consumption reports and forecasts using Real Property and utility system data.
  • Identify efficiency opportunities and support infrastructure decision-making.
  • As Technical Manager: Lead utility studies and ensure data consistency across analyses.

Minimum Qualifications:

  • Bachelor's degree in Engineering, Facilities Management, or related field.
  • Minimum 4 years of experience performing utility analyses or infrastructure planning for DoD or Federal installations.
  • Knowledge of utility systems, metering, and consumption analysis methods.
  • Proficiency in Microsoft Excel and data visualization tools.
  • Must maintain IAT Level I and favorable NACI.

Success Metrics:

  • Utility analyses accepted and used for installation planning and budgeting.
  • Accurate forecasts that align with actual consumption trends.
