Job description

Overview

Planned Systems International (PSI), a Government Contractor, has an immediate opportunity available for a Jr. Systems Analyst to support for the Veterans Affairs (VA) Enterprise Testing Service Support Services (ETSSS) contract. This project provides Independent Verification and Validation (IV&V) services to support the product Software Delivery Life Cycle and Modernization efforts on behalf of our Veterans Affairs (VA) government client. In our continuing efforts to implement more of our IV&V activities, we are looking for a Jr. System Analyst to help support and modernize the Testing Intake Assessment activities.

Essential Functions and Job Responsibilities
  • Provide non-functional requirements analysis using systems engineering principles.
  • Develop and maintain System of record artifacts for management and leadership awareness.
  • Assist management in identifying systems behavior that align with client vision.
  • Ability to use organizationally established architecture tools, repositories, and repository management processes to capture and maintain artifacts.
  • Possess good interpersonal and communications skills and can succinctly convey technical information considering audience.
  • Ability to construct client deliverable analysis reports with input from team members.
  • Ability to work simultaneously on multiple tasks, if necessary, handle changing priorities, be detail oriented, and be able to work independently
  • Possess knowledge to plan, analyze and evaluate the effectiveness of systems and system of systems as related to business functions
  • Ability to use source data for evaluating the effectiveness of systems to deliver business needs.
  • Contribute to and support the overall performance and success of the project includes but not limited to understanding the design and configuration to ensure (health) information technology system requirements are met. 
  • Identify and review non-functional requirements as relates to systems information models and data formats.
  • Develop workbooks for evaluating business risk and criticality based on the systems requirements.
  • Evaluate risk and recommend mitigation strategies to minimize business impact from a criticality point of view.
  • Maintaining, and upgrading System of record artifacts for systems under test (SUT) in approved enterprise workspaces such as MS Share Point
  • Support facilitator providing pre-test intake assessment of IT applications. 
Minimum Requirements
  • Bachelor's degree in technical, engineering, scientific, managerial, business, or related discipline.
    • Substitution: Four (3) years of relevant experience or an associate degree plus two (2) years of relevant experience may substitute for a bachelor's degree.
  • U.S. Citizenship is requiredas is successfully passing a thorough Government background screening requiring the completion of detailed forms and fingerprinting. 
  • Ability to obtain and maintain necessary security clearances as required for access to classified information. 
  • Bachelor's degree or an Associate degree with experience in a recognized technical, engineering, scientific, managerial, business, or other discipline related to area of expertise.
  • 2-3 years' experience with business requirements management in relation to system design, configuration, and integration efforts  
    • One year of specialized experience that equipped you with the knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position.
    • Experience must include writing reports, communicating statuses. 
    • Must have good oral and written communication skills. 
    • Knowledge of and skill in using current information technology applications.
    • Experience using MS Office products (Word, Excel, PowerPoint, Outlook)
    • Familiarity using Agile and DevOps software methodologies.
  • CAPM and CSM certifications are preferred but not mandatory, however ability to obtain those certifications, if hired to perform above duties, is required.

Required Technical/Business Tools Experience:

  • MS Office (Word, Excel, Powerpoint, Outlook)
  • Communication tools (Teams, SharePoint)
Desired Qualifications
  • Familiarity with COTS and GOTS systems/products/services evaluation is preferred
  • Understanding of Health Information Technology (HIT) policies and procedures, clinical business processes are preferred but not mandatory.
  • Experience using Risk based testing methodologies is preferred but not mandatory.
