Payroll Project Compliance Analyst 

Payroll Project Compliance Analyst is a highly organized and detail-oriented position with construction (Davis-Bacon Act) payroll experience. Provides oversight and quality control of payroll processes to ensure compliance with Davis-Bacon Act, prevailing wage laws, union agreements, and project labor requirements. Collaborates with internal teams to verify payroll accuracy, mitigate risk, and support regulatory compliance across all projects.

Key Responsibilities

  • Review payroll records to verify wage determinations, classifications, fringe benefit allocations, and overtime calculations, resolving discrepancies with payroll teams before submission.
  • Audit certified payroll documentation to confirm compliance with Davis-Bacon regulations, New York prevailing wage standards, and project-specific labor requirements.
  • Prepare, review, or coordinate monthly union reporting requirements to maintain contractual compliance.
  • Investigate payroll variances that may result in compensation discrepancies or adverse audit findings.
  • Examine subcontractor payroll submissions and certified payroll records for adherence to contractual obligations.
  • Monitor subcontractor compliance with wage schedules, apprenticeship utilization standards, and applicable collective bargaining agreements
  • Escalate compliance deficiencies and oversee timely corrective action from responsible parties.
  • Serve as the primary point of contact for complex payroll and labor compliance matters.
  • Generate compliance-focused reports for operational leadership highlighting risk exposure and performance metrics.
  • Track recurring issues and process trends to support continuous improvement initiatives.
  • Assist with internal reviews and external audits by providing documentation, analysis, and compliance support.

Required Qualifications and Skills

  • High school diploma required; associate or bachelor's degree in accounting preferred.
  • 3-7 years of experience in certified payroll, union payroll, labor compliance, or related construction environments.
  • Familiarity with federal and state tax regulations related to construction payroll and certified reporting standards.
  • Proven recent experience managing construction payroll with certification in (Davis-Bacon Act) construction-specific payroll practices.
  • Knowledge of NY prevailing wage requirements, and IBEW agreements/union benefit structures.
  • Proficiency in payroll management software such as ADP, Sage 300, or Timberline.
  • Proficiency in Microsoft Excel, including reconciliations and payroll reporting.
  • Strong attention to detail, organization, communication, and ability to manage deadlines.

The minimum and maximum annual salary that O'Connell Electric Company, Inc. believes in good faith to be accurate for this position at the time of this posting is between $79,000 and $106,000 annually.
