About the Position

Dexis Professional Services (DPS) is seeking a Junior Monitoring & Evaluation (M&E) Specialist to support a U.S. Department of State counterterrorism and security assistance evaluation program. The Junior M&E Specialist will support the design, implementation, analysis, and reporting of independent evaluations of U.S. foreign assistance programs conducted worldwide.

This position is contingent upon contract award.

Responsibilities
  • Support the planning and implementation of monitoring, evaluation, and learning activities.
  • Contribute to evaluation design, research methodologies, data collection instruments, and analysis plans.
  • Conduct desk reviews, document analysis, stakeholder mapping, and background research.
  • Support qualitative and quantitative data collection efforts, including interviews, focus groups, surveys, and fieldwork activities.
  • Analyze data and contribute to evaluation findings, conclusions, and recommendations.
  • Draft sections of evaluation reports, presentations, briefing materials, and other technical deliverables.
  • Assist with data management, quality assurance, and data visualization activities.
  • Coordinate with evaluation team members, technical experts, and client stakeholders throughout the evaluation process.
Qualifications 
  • Bachelor's degree in international affairs, international development, public policy, political science, economics, sociology, evaluation, or a related field.
  • Minimum 3-5 years of professional experience supporting monitoring, evaluation, learning, assessment, research, or analytical activities.
  • Experience supporting large-scale monitoring and evaluation activities, including data collection, analysis, reporting, and stakeholder engagement.
  • Experience supporting or conducting evaluations involving law enforcement, counterterrorism, security assistance, security cooperation, stabilization, governance, or international development programs.
  • Experience working on international programs and/or evaluations in foreign assistance, security assistance, or related sectors.
  • Awareness of Department of State monitoring and evaluation policies, practices, and reporting requirements.
  • Strong qualitative and quantitative research skills.
  • Experience supporting interviews, focus groups, surveys, assessments, or other data collection activities.
  • Strong analytical, writing, and presentation skills.
  • Active SECRET security clearance.
  • Willingness and ability to travel internationally.
Preferred Qualifications 
  • Experience supporting evaluations for the U.S. Department of State, Department of Defense, or other U.S. Government agencies.
  • Experience using data analysis and visualization tools such as NVivo, Tableau, Power BI, SPSS, Stata, R, or similar platforms.
  • Foreign language proficiency.
  • Experience working in fragile, conflict-affected, or high-risk environments.
