Job description

The U.S. Department of State's Office of the Undersecretary for Public Diplomacy and Public Affairs Office of Policy Planning and Resources (R/PPR) Domestic Monitoring and Evaluation (DOME) Office has a requirement for a full-time contractor to provide monitoring and evaluation support as a Junior Analyst. The office needs support for a short-term project as soon as possible.

To provide contract support to R/PPR, the Junior Analyst will provide a number of office management roles that directly and indirectly assist a team of civil service staff who work on an array of monitoring and evaluation (M&E) activities.  The R/PPR/DOME office uses the Qualtrics survey platform for all of its surveying needs.  The team also supports implementing partners and other offices within the Department with a custom module within the platform to conduct surveys as well (for additional information, see the full User Guide here: MODE Survey Builder User Guide.pdf | Powered by Box).  The incumbent for this position will assist the R/PPR/DOME team to manage Qualtrics-related tasks such as conducting survey approvals, advising on/writing standard operating procedures around survey approvals, setting up access permissions for new users, providing access for a number of new users and ensuring their permissions are accurate, creating and enhancing dashboards, etc.

3.  DUTIES AND RESPONSIBILITIES:

The Junior Analyst will:

  • Manage Qualtrics-related tasks such as:
  • Conducting survey approvals
  • Conducting quarterly survey audits
  • Reviewing, revising, writing standard operating procedures
  • Account creation for new users
  • Reviewing, revising, writing training materials for users
  • Conducting training
  • Setting up account / access permissions
  • Creating data placemats and other visualization products
  • Assist in oversight and tasks related to the MODE Framework
  • Assist in conducting trainings and capacity-building activities for internal and external stakeholders related to Qualtrics
  • Assist in various M&E tasks to support the team as assigned
  • Assist in various general office administration duties as assigned 

Requirements

  • Existing security clearance
  • Bachelor's degree in a science or social science field relevant to evaluation and performance measurement of ECA exchange programs, such as: sociology, political science, public policy, international development, statistics, or a professional degree;
  • At least two years of work experience conducting monitoring and evaluation of public diplomacy and/or foreign assistance programs;
  • Experience with the Qualtrics survey platform necessary;
  • Experience creating standardized, web-based performance measurement surveys;
  • Experience cleaning and analyzing monitoring data, particularly performance measurement surveys;
  • Experience with M&E reporting through analyses of quantitative and qualitative data (involving various data sources);
  • Knowledge and application of statistical data analysis and data management software (e.g. Excel, R, Stata, and/or other statistical software);
  • Ability to work with limited supervision;
  • Ability to multitask, prioritize and deliver high-quality, accurate work within targeted deadlines;
  • Ability to successfully work as a team to accomplish all tasks; and
  • Highly motivated with good analytical and problem-solving abilities
