Highly experienced Business Analyst needed for development of requirements for an Unclaimed Property Management System (UPMS).

Complete Description:

The Department of the State Treasurer is seeking a candidate for a six month engagement to perform business analyst responsibilities of collecting, analyzing and documenting business requirements for an Unclaimed Property Management System (UPMS) for the Unclaimed Property Division (UPD). The final requirements document(s) generated will be used in the creation of a Request for Proposal (RFP) for the new UPMS to facilitate the collection, storing, safekeeping, and return of unclaimed property and provide a multi-facetted solution to current and future operational needs of the UPD.

Business Analyst Job Responsibilities:

Conduct in-depth research to uncover all business rules and statutes to develop complete accurate requirements.

Meet with stakeholders to ascertain that all business needs pertaining to the UPMS are captured and fully documented.

Analyze complex cross functional business processes and define integrated business and functional requirements.

Analyze and model the business domain to create a complete picture of operational and technical requirements fulfilled by existing and proposed software.

Create functional requirements in use cases. Coordinate requirements walk-through and sign-offs, verifying with user representatives/stakeholders that use cases and process models accurately portray specific business needs.

Exercise creative and critical thinking in evaluating complex situations and system limitations and capabilities, and developing cost effective automated solutions and recommended system needs.

Identify omissions and errors in requirements.

Knowledge, Skills and other Qualifications:

Previous experience as a business analyst for a technical solution.

Familiarity with integrated document management systems.

Must possess strong communication, organizational and interpersonal skills.

Experience leading and conducting requirements solicitation and analysis sessions with management, business users, subject matter experts, and IT specialists.

Experience translating business requirements to software solutions.

Experience with multiple forms of requirement gathering including document analysis, analysis of legal statutes and administrative code, group discussion sessions, one-on-one interviews, and observation of activity.

Must be proficient with Microsoft Word, Microsoft Excel, and other productivity tools.

Ability to acclimate quickly to unfamiliar environment/system

Must be a motivated, self-directed individual capable of producing assignments will little direct supervision and minimal guidance.

Must be creative in determining best practice to conduct in-depth research to ensure all business rules and statutes are identified and captured in the requirements

Capable of adjusting to and working effectively with diverse personalities.

Preferred:

Experience in business analysis for integrated document management systems.
