We are hiring a Data Analyst (Research Analyst 3) to join our Office of Training, Investigations and Safety (OTIS) team at the Salem office.In thiss position, you will assist ODHS and OHA programs and their designees in developing systems to organize, manage, and track data that supports informed decision making concerning the abuse of vulnerable children and adults in Oregon. This requires consulting with users to identify, plan, and develop processes for the collection, analysis, and use of data. Apply today!

Summary of Duties

As a Data Analyst, you will:

  • Analyze data through compiling reports, dashboards, graphs and tables to support performance and data driven decision making.

  • Organize, summarize, and present information, conclusions and recommendations to individuals and groups in writing and orally.

  • Utilize approved software packages to retrieve, edit, and tabulate data from various databases and files.

  • Produce visualizations, dashboards, and reports that support performance management; apply forecasting techniques to historical and current data to predict fiscal or program impact; presents information to display trends, patterns, and progress.

  • Plan projects within OTIS and across programs to provide agency leadership with accurate and timely information that support data informed decision making.

  • Initiate and manage projects by identifying and gathering pertinent information using existing ODHS and OHA computer systems and reports.

  • Interact with ODHS/OHA staff and partners to gather and review technical information including state statute and rules related to project planning and implementation.

  • Provide oversight of the distribution of work within the unit; assist with the prioritization of work; provide coaching and mentoring to other team members.

  • Monitor quality assurance and process improvement activities to maintain accurate and complete data sets.

  • NOTE: There is no work with data pipelines, machine learning, building/using AI tools, NO Snowflake, Python or R coding, NO programming or building of software tools)

Minimum Qualifications

A valid driver's license and acceptable driving record are required for this position.

A Bachelor's Degree in any discipline that included six-quarter units in statistics or quantitative analysis methods and procedures, and one year experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports.

Four years of research experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports.

Essential Attributes

We are looking for candidates with:

  • Experience working with heterogeneous data sources NOT associated with automated pipelines or machine learning.

  • Demonstrated experience building custom queries using SQL across heterogeneous data sources to merge data.

  • Advanced proficiency using Excel, including Power Query and Power Pivot, for accessing, modeling and conforming data for analysis.

  • Strong experience using Power BI for creating visualizations and dashboards to communicate data.

  • Strong critical thinking and problem-solving skills to assist in making data-driven decisions and address data quality issues.

  • Demonstrated communication and collaboration skills with diverse data consumer groups that include individuals with varying levels of comfort and experience interpreting and using data.

  • Experience assigning and directing work and managing priorities across a team.

Working Conditions

  • Work is performed in office in our Salem location

  • Ability to work in an area of moderate noise level with many distractions and maintain good working relationship with other employees in the unit is needed.

  • The majority of the day is spent sitting at a desk working on a computer.

  • Position involves a high workload volume that can be unpredictable and fast paced requiring the ability to prioritize to meet required deadlines.

  • Some work is performed under pressure with tight timelines or adverse circumstances.

  • This position may require communication with state and federal government agencies in order to provide or obtain information.

  • Rare travel, overnight stays and working before or after normal work hours may occasionally be required.
