Program Background
The Navy Maritime Maintenance Enterprise Solution (NMMES) is a comprehensive Information Technology (IT) toolset supporting NAVSEA's ship maintenance, overhaul, repair, and modernization operations across the U.S. Navy fleet. NMMES encompasses approximately 79 IT systems, applications, networks, and data centers serving over 51,000 users worldwide at Navy Shipyards (NSY), Intermediate Maintenance Facilities (IMF), Regional Maintenance Centers (RMC), Ship Repair Facilities, and Forward Deployed Regional Maintenance Centers. The NMMES Technical Refresh (NMMES-TR) program involves modernization of these enterprise systems, requiring comprehensive systems analysis, network design, site installations, and ongoing technical support across multiple Navy facilities.
Position Summary
The IT Systems Analyst analyzes and develops computer software possessing a wide range of capabilities, including engineering, business, and records management functions. This position develops plans for automated information systems from project inception to conclusion, defines system requirements, and develops program specifications. The IT Systems Analyst conducts site surveys, designs and optimizes network topologies, prepares Technical Design Packages, and configures hardware and software installations. This role requires full technical knowledge of all phases of applications systems analysis and programming, with a strong understanding of the business functions for which applications are designed. The position relies on extensive experience and judgment to plan and accomplish goals, and may lead and direct the work of others.
Key Responsibilities
Systems Analysis and Requirements
  • Analyze problems and the information to be processed; define problems and develop system requirements
  • Develop program specifications from which programmers prepare detailed flow charts, programs, and tests
  • Formulate and define system scope and objectives for assigned projects
  • Analyze user interfaces and develop alternative solutions in conjunction with functional users
  • Devise or modify procedures to solve complex problems considering computer equipment capacity, limitations, and operating time
  • Prepare detailed specifications from which programs will be written
  • Coordinate closely with programmers to ensure proper implementation of program and system specifications
  • Analyze proposed system modifications, upgrades, and new COTS (Commercial Off-The-Shelf) solutions
Network Design and Site Engineering
  • Conduct site surveys; assess and document current site network configuration and user requirements
  • Design and optimize network topologies to meet operational requirements
  • Analyze existing requirements and prepare specifications for hardware/software acquisitions
  • Prepare engineering plans and site installation Technical Design Packages
  • Develop hardware/software installation schedules
  • Prepare drawings documenting configuration changes at each site
  • Maintain interfaces with outside systems and analyze integration requirements
  • Analyze workload and computer usage patterns to optimize system performance
Installation and Configuration
  • Configure computers, communications devices, and peripheral equipment
  • Install network hardware and software according to specifications and schedules
  • Build specialized interconnecting cables as required
  • Prepare site installation and test reports documenting completed work
  • Maintain hardware and software performance tuning
  • Train site personnel in proper use of hardware and software
  • Support system deployments across Navy Shipyards and maintenance facilities
Software Development and Programming
  • Analyze and develop computer software with wide-ranging capabilities including engineering, business, and records management functions

Technical Support and Troubleshooting
  • Perform first-line support for service interruptions including printer routings, power outages, wiring problems, and malfunctioning servers
  • Analyze downtimes and implement corrective actions to minimize service disruptions
  • Escalate unresolved problems to appropriate technical resources to expedite resolution
  • Troubleshoot and resolve hardware, software, and network connectivity issues
  • Monitor system performance and implement improvements to enhance reliability
Management and Organizational Effectiveness
  • Develop, analyze, evaluate, advise on, and improve the effectiveness of work methods and procedures
  • Assess and improve organizational effectiveness, manpower utilization, and distribution of work assignments
  • Evaluate delegations of authority, management controls, and information/documentation systems
  • Formulate and enforce work standards; assign contractor schedules
  • Review work discrepancies and supervise contractor personnel as assigned
  • Communicate policies, purposes, and goals of the organization to subordinates

Education
• Bachelor's degree in Computer Science, Information Technology, Information Systems, or related field (or equivalent combination of education and experience)
Experience
  • 2-4 years of experience in IT systems analysis or related field
  • Familiarity with a variety of the field's concepts, practices, and procedures
  • Experience in systems analysis, requirements development, and program specifications
  • Experience with network design, configuration, and installation
  • Experience with hardware and software installation and configuration
  • Technical knowledge of applications systems analysis and programming
  • Understanding of business processes and functions for which applications are designed
  • Ability to rely on extensive experience and judgment to plan and accomplish goals
Clearance
• Active Secret security clearance (minimum) or ability to obtain
