Job Summary

Management Solutions is seeking a Consulting Project Manager to deliver billable project management services supporting government IT and technical initiatives. This role is client-facing and delivery-focused, requiring the ability to independently manage projects, lead small technical teams, and maintain strong relationships with federal stakeholders while meeting utilization and contract performance expectations.

The Consulting Project Manager will be responsible for planning and executing IT and technical projects in client environments, applying Project Management Institute-aligned project management practices to ensure predictable delivery, high-quality outcomes, and customer satisfaction. This position is well-suited for a disciplined project manager who thrives in a consulting model where accountability, responsiveness, and results are paramount.

Client Delivery & Billable Performance
  • Serve as a billable project manager delivering consulting services directly to clients.
  • Manage assigned projects to meet contractual scope, schedule, budget, and quality expectations.
  • Maintain consistent billable utilization in alignment with firm and contract goals.
  • Balance delivery excellence with time management, reporting accuracy, and client responsiveness.
  • Represent Management Solutions professionally in all client interactions.
Project Leadership & Execution
  • Lead end-to-end project management activities across the full project lifecycle.
  • Develop and maintain project documentation, including:
    • Project charters and management plans
    • Integrated schedules and task plans
    • Risk, issue, and dependency logs
    • Stakeholder and communication plans
    • Status reports and executive briefings
  • Lead small, cross-functional teams consisting of technical staff, client personnel, and subcontractors.
  • Facilitate working sessions, status meetings, and decision briefings with client stakeholders.
  • Proactively identify project risks and execute mitigation strategies.
IT & Technical Program Support
  • Manage projects involving IT infrastructure, applications, systems modernization, or technical operations.
  • Coordinate closely with client IT organizations, vendors, and federal oversight entities.
  • Support projects operating within federal governance, security, and compliance constraints.
  • Translate technical information into clear, actionable insights for non-technical stakeholders.
Consulting & Relationship Management
  • Act as a trusted advisor to clients by providing structured recommendations and problem-solving support.
  • Build and maintain strong working relationships with client leadership and project sponsors.
  • Demonstrate professional judgment, discretion, and maturity when supporting senior stakeholders.
  • Maintain a strong customer-service mindset while enforcing project discipline and boundaries.
Firm Contribution
  • Support continuous improvement of project management tools, templates, and delivery standards.
  • Contribute to proposal development, staffing discussions, and work planning as needed.
  • Mentor junior staff or project coordinators when assigned.
  • Operate effectively as both an individual contributor and team lead in a consulting business environment.
Required Qualifications
  • 5–8 years of professional project management experience, with a strong emphasis on IT or technical projects.
  • Prior experience working in a consulting or professional services environment with billable expectations.
  • Demonstrated experience supporting DOE, or similar federal agencies.
  • Solid foundation in PMI-based project management practices and terminology.
  • Proven ability to manage scope, schedule, budget, risks, and stakeholders simultaneously.
  • Experience leading small teams and coordinating across multiple organizations.
  • Strong written and verbal communication skills, including formal client deliverables and briefings.
  • Proficiency with project management and collaboration tools (e.g., Microsoft Project, Excel, SharePoint, Jira, Kanban boards).
  • Ability to work independently with minimal supervision in client environments.
Education & Certifications
  • Bachelor’s degree in Information Technology, Business Administration, Engineering, or a related field.
  • Project Management Professional (PMP) certification strongly preferred.Direct experience supporting IT, infrastructure, or technical programs.
  • PMI-ACP, SAFe, Scrum or other relevant certifications considered a plus.
  • Familiarity with federal IT governance and compliance frameworks (e.g., NIST, FISMA, FedRAMP).
Preferred Experience
  • Experience managing projects in secure or regulated environments.
  • Prior experience in a small business government consulting firm.
  • Ability to obtain and maintain a security clearance.
Work Authorization

U.S. Citizenship is required due to federal contract and/or security clearance requirements.

Working Conditions

Employees will be required to use a computer and other office equipment for extended periods. Must be able to remain in a stationary position for extended periods and operate standard office equipment. Occasional travel may be required based on client or project needs.
