Job Description

ProSidian seeks an IT Support Services Program Director located In Washington DC (or surrounding area) to support an engagement for IT Platform implementation on behalf of A Federal Government Agency.


The Project Director shall be responsible for coordinating project activities for the vendor. The Project Director shall have experience leading a contract team that provides technical assistance, including the development and coordination of in-person technical assistance and the IT systems and business processes that support the delivery of technical assistance. The Project Director also shall have experience coordinating across federal technical assistance centers, and shall have experience working with state and local education agencies. Technical Assistance Team Lead. The Technical Assistance Team Lead shall coordinate the technical assistance activities of the technical assistance team. The Technical Assistant Team Lead shall have experiencing coordinating a technical assistance team to ensure that technical assistance activities are delivered efficiently and meet program needs. The Technical Assistant Team Lead also shall have experience providing technical assistance to state teams, and shall have experience working with state and local education agencies.

Program Director  Performs day-to-day management of overall contract support operations, possibly involving multiple projects and groups of personnel at multiple locations. Organizes, directs, and coordinates the planning and production of all contract support activities. Demonstrates written and oral communication skills. Establishes and alters contract management to direct effective contract support activities. 

This position is related to non-personal service to: provide competent leadership, and highly specialized support and technical guidance for the planning, development and execution of the entire Technology Support lifecycle. Serve as a technical expert for Business Analysis and Management Support Team related activities with specialized experience in current Business Analysis and Management Support benchmarks, practices and testing methods.  

The Program Director shall be responsible for the overall contract performance and shall not serve in any other capacity under this contract. Organizes, plans, directs, staffs, and coordinates the overall program effort; manages contract and subcontract activities as the authorized interface with the Contracting Officer (CO), Oversight Manager (OM), The Federal Government Agency management personnel, and customer agency representatives; ensures compliance with Federal rules and regulations. Shall have demonstrated communications skills with all levels of management. Establishes and alters (as necessary) management structure to effectively direct contract support activities. 

Meets and confers with The Federal Government Agency management and technical personnel regarding the status of specific contractor activities and problems, issues, or conflicts requiring resolution. Responsible for assembling the task team, assigning individual responsibilities, identifying appropriate resources needed, and developing the schedule to ensure the timely completion of the task's milestones and final acceptance. 

Must be familiar with the systems scope and project objectives, as well as the role and function of each team member, in order to effectively coordinate the activities of the team. Shall be capable of negotiating and making binding decisions for the company. Shall have extensive experience and proven expertise in managing similar multi-task contracts of this type and complexity. Shall have extensive experience supervising personnel. Shall have a thorough understanding and knowledge of the principles and methodologies associated with program management, contractor management, and financial management. Shall have experience and knowledge in subcontractor management, quality assurance metrics and techniques, and configuration management tools. Shall have extensive IT knowledge and experience, and proven expertise in developing and promoting innovation in software development projects and IT contracts.

Possesses the ability to assess and apply multiple organizational, and management improvement techniques in a government environment. Ensures all work products are complete, accurate and conform to The Federal Government Agency standard. Has the ability to create, assess performance measurements and maintains a comprehensive knowledge of the IT industry, business processes and procedures. Has extensive experience in project management and other disciplines as described in an actual TA proposal. Has the ability to conduct process mapping sessions and identify key control points to be tested. 


Qualifications

A Bachelor's Degree and or Master's Degree in either Management, Business Administration, Computer Science, Mathematics, Engineering or related discipline with five years of experience in management of enterprise projects similar in scope or Bachelor's Degree in a related discipline with eight years of experience in the management of similar projects or programs. Good understanding of Business Analysis and Management Support frameworks including Six Sigma, PMMP, and ITGC.

U.S. citizenship is required. Single Scope Background Investigation (SSBI) Clearance required, as minimum. Education: Bachelor's degree in related business or technical field. One year of relevant professional experience may be substituted for each year of college education required (4). Project Management Institute (PMI) Project Management Professional (PMP) Certification. Experience: 10 or more years of related experience, including 5 years in a IT Support Services Program Manager role. Demonstrated leadership of multiple contracts of significant complexity and scope. 

Must have proficiency in the most current Microsoft Office Suite (Word, Excel, and Power Point) software versions. Must have strong communication skills, both oral and written. Must have experience dealing with senior level internal and/or client personnel.

  • IT Support Services Program Manager shall have the ability to provide guidance and direction for multiple enterprise programs in implementing business process development, business re- engineering, and strategic business projects.  
  • IT Support Services Program Manager shall have the capability to manage programs of high complexity and to direct the completion of multiple projects within estimated timeframes and resource constraints.  
  • Versatile team leader and team player with good communication, program/project management, Business Analysis and Management Support process/procedure, documentation and interpersonal skills.
  • Ability to identify best practices, effect re-engineering, change management, business management techniques, continuous process improvement, root cause analysis, IT-planning, develop/recommend IT performance-based metrics, and organizational development activity.  
  • Possesses the ability to assess and apply multiple organizational, and management improvement techniques in a government environment. Ensures all work products are complete, accurate and conform to Federal Government Agency standard.  

KEY PERSONNEL: The IT Support Services Program Manager should possess the professional ability to serve as a key personnel engagement team member. Personnel specified as Key Personnel are considered to be essential to the work ProSidian performs. Prior to diverting any key personnel to other programs, ProSidian makes special efforts to notify Engagement Team Leads and Client Representatives reasonably in advance with appropriate justification, including proposed substitutions or replacements, in sufficient detail to permit The Client to evaluate the impact on the work ProSidian is obligated to perform.
