Position Overview
Quantum Science Solutions (QSS) supports mission-critical federal cybersecurity programs that provide onsite incident response services to civilian Government agencies and critical infrastructure organizations experiencing cyber-attacks. These teams rapidly investigate security incidents, characterize breaches, develop mitigation strategies, and assist customers with restoring critical systems and services.
We are seeking a IT Requirements Manager to support the customer's technology integration initiatives by facilitating requirements gathering, stakeholder engagement, and business process analysis. This position serves as the primary liaison between operational stakeholders and technical teams, ensuring technology solutions align with mission objectives, improve operational effectiveness, and deliver measurable business value.
The successful candidate will leverage strong business analysis, requirements management, and stakeholder coordination experience to support technology pilots, process improvement initiatives, and mission-focused modernization efforts.

Key Responsibilities
• Lead use case identification, prioritization, and requirements gathering activities with mission stakeholders.
• Gather, analyze, and document functional and business requirements for technology integration initiatives.
• Facilitate stakeholder meetings, workshops, and requirements discovery sessions.
• Translate operational challenges and mission needs into technical and business requirements.
• Develop business cases, value propositions, and supporting documentation for technology initiatives.
• Define measurable objectives, success criteria, and key performance indicators (KPIs) for pilot efforts.
• Coordinate between technical teams, project managers, and operational stakeholders throughout the project lifecycle.
• Document current and future-state business processes and identify opportunities for automation and process improvement.
• Support governance reviews by preparing business impact assessments and supporting documentation.
• Develop metrics frameworks to measure pilot effectiveness, operational performance, and business outcomes.
• Create stakeholder communications, executive briefings, status reports, and project documentation.
• Manage requirements traceability throughout the technology integration lifecycle.
• Support leadership decision-making through business analysis and operational reporting.
• Facilitate lessons learned sessions and continuous process improvement initiatives.
• Ensure project scope, requirements, and deliverables remain aligned with mission objectives.

• Active Secret Clearance (TS/SCI preferred).
• Ability to obtain Department of Homeland Security (DHS) Entry on Duty (EOD) Suitability.
• Five (5) or more years of directly relevant experience as a Business Analyst, Requirements Analyst, or Business Process Analyst.
• Experience gathering, documenting, validating, and managing business and functional requirements.
• Experience developing use cases, user stories, workflow diagrams, and process documentation.
• Knowledge of business process analysis, business process improvement, and requirements management methodologies.
• Strong stakeholder engagement, facilitation, and relationship management skills.
• Experience coordinating projects, tracking action items, and supporting cross-functional teams.
• Strong analytical, critical thinking, and problem-solving abilities.
