Job description

Job Description Centurion is looking for an IT Project Manager who shall oversee the software development lifecycle, web database engineering, and modernization of the digital Blue List platform, and provide technical oversight, integration management, and Program Management Office (PMO) support to the Government IT Program Manager. The IT Project Manager shall be well-versed in ServiceNow functionality and capability, leveraging the platform's native project management tools to ensure the implementation and sustainment teams are executing on schedule, within scope, and in alignment with program requirements. The IT PM shall serve as the Government's technical oversight and integration team, acting as a bridge between the Government IT Program Manager and the various development and sustainment teams.

The IT PM shall monitor and evaluate the daily progress, sprint velocity, and burn-down charts of the implementation and sustainment teams. This includes designing and maintaining real-time dashboards natively within ServiceNow SPM/ITSM to track implementation velocity, defect rates, and sustainment ticket resolution times. The IT PM shall review, validate, and provide formally documented evaluations and independent recommendations to the Government PM for the acceptance or rejection of all technical submissions provided by the implementation and sustainment teams.

IT Project Managers shall coordinate schedules and technical dependencies between the implementation team, the sustainment team, and external DoW/DoD partners. The IT PM shall support the CPM to consolidate, maintain, and manage the Government's IMS and program-level RIDAC (Risk, Issue, Decision, Action, Change) log natively within the ServiceNow Strategic Portfolio Management (SPM) module, mapping dependencies and milestones across all cross-vendor teams. The IT PM shall provide executive-level weekly program status briefings, slide decks, and reports summarizing cross-vendor execution, milestone risks, and resource utilization.

The IT PM shall ensure that all personnel performing tasks under this PWS meet the applicable qualifications and certification requirements outlined strictly in DoD Manual (DoDM) 8140.03. Per DFARS Class Deviation 39 (effective February 1, 2026), all legacy requirements and references to DoD 8570.01-M are formally canceled. REQUIRED SKILLS: Bachelor's degree in computer science, Information Technology, Systems Engineering, or technical discipline

At least five (5) years of experience in IT project management, PMO support, or Independent Validation and Verification (IV&V) for enterprise IT portfolios, including at least two (2) years specifically overseeing ServiceNow platform implementations within DoW or Federal programs. Active Certified ScrumMaster (CSM), PMI Agile Certified Practitioner (PMI-ACP), or Project Management Professional certification. Broad technical knowledge of DoW secure cloud infrastructure (AWS GovCloud or Microsoft Azure Government) at Impact Level 4 (IL-4) or higher, DevSecOps pipelines, and API driven platform architectures.

Demonstrated experience implementing and managing projects within the ServiceNow platform, specifically utilizing ServiceNow SPM, IT Service Management (ITSM), and Agile Development 2.0 modules. Technical familiarity with DoD cloud infrastructure (AWS GovCloud or Microsoft Azure Government) at Impact Level 4 (IL-4) or higher, DevSecOps pipelines, and ServiceNow OOB (Out-of-the-Box) architectural principles.is highly preferred.
