Job description

The New York City Department of Education (NYC DOE) seeks a qualified contractor to provide comprehensive project management, business analysis, application support, testing, training, data management, business intelligence, and reporting services for its Special Education systems. The project supports the implementation and ongoing enhancement of the ATLAS platform, modernization of Special Education applications, development of regulatory and operational reports, maintenance of enterprise data repositories, user training, and continuous operational support. The Contractor will provide a multidisciplinary team of technical and functional experts to ensure the successful delivery of system enhancements, data integration, reporting solutions, quality assurance, and end-user support while maintaining compliance with federal, state, and NYC DOE Special Education requirements.
The IT Manager - Data Manager is responsible for leading enterprise data management and architecture activities supporting the NYC DOE Special Education Systems and Reporting project. The role performs complex data analysis, develops enterprise data models, designs and implements database solutions, and supports data integration across multiple applications. The Data Manager ensures data integrity, consistency, and accessibility while enabling business intelligence, analytics, regulatory reporting, and operational reporting across the Special Education environment.
RESPONSIBILITIES
  • Lead enterprise data management, governance, and data architecture initiatives.
  • Perform complex data analysis and data profiling to support business and reporting requirements.
  • Develop conceptual, logical, and physical data models.
  • Design and implement database structures that improve data integrity and performance.
  • Lead complex data mapping and data integration efforts across multiple enterprise applications.
  • Develop and maintain enterprise data dictionaries, metadata, and data lineage documentation.
  • Support data warehouse and data mart design and maintenance.
  • Collaborate with Business Analysts, ETL Developers, BI Developers, and application teams to ensure data consistency.
  • Develop SQL queries, stored procedures, and scripts to support reporting and analytics.
  • Support the development of regulatory, operational, and executive reporting solutions.
  • Identify and resolve data quality issues through validation and reconciliation activities.
  • Produce technical documentation, database design documents, and data architecture artifacts.
  • Provide technical leadership and recommendations for data management best practices.

REQUIRED SKILLS & QUALIFICATIONS
  • Bachelor's degree in Computer Science, Information Systems, Data Management, or a related discipline.
  • Minimum of 8 years of experience in data management, database design, or data architecture.
  • Demonstrated experience performing complex data analysis and enterprise data modeling.
  • Experience designing and supporting enterprise data warehouses and data marts.
  • Strong knowledge of relational database design principles and data normalization.
  • Advanced proficiency with Microsoft SQL Server, including T-SQL, stored procedures, views, and query optimization.
  • Experience developing data models and process diagrams using Microsoft Visio.
  • Experience with Business Intelligence tools (e.g., Power BI, SSRS, or comparable BI platforms).
  • Experience supporting enterprise reporting, analytics, and regulatory reporting initiatives.
  • Strong understanding of ETL processes, data integration, and data mapping techniques.
  • Excellent analytical, documentation, communication, and problem-solving skills.
  • Experience working on large-scale government or public-sector technology projects is preferred.
  • Experience supporting education, Special Education, or student information systems is highly desirable.
