Job description

Position Summary Manages and coordinates the County's information systems through technical expertise, strategic planning, and leadership. This includes, but is not limited to, providing professional technical assistance to other departments, including coordination of purchases, installation and maintenance of software and hardware, network administration, server administration, managing contractors and vendors, trouble shooting and repair of system problems, cyber security, planning and training. This is not a remote position.

Essential Duties and Responsibilities Responsible for the overall administration and management of vendor driven applications, servers, databases, document management systems, workflow and records systems. Monitors current software systems and provides modifications. Determines the cost-effectiveness of recommendations.

Provides desktop support. Guides systems development and implementation. Ensures optimum control and security of data.

Utilizes available resources efficiently. Tests all segments of a system to ensure that requirements are met. Assists in completing documentation of all systems.

Installs equipment and troubleshoots equipment. Maintains hardware/software using vendor and proven techniques. Assists in programs to educate management and users on software.

Develops, implements, enforces and adheres to procedural standards. Reviews, recommends and installs county-wide backup systems. Applies current technology to solution of problems.

Develops testing and conversion plans. Designs forms and reports. Defines systems security control procedures.

Sets up and maintains existing and new networks, servers, routers and switches. Maintains VPN remote environment. Serves as paid-on-call on weekends.

Attend meetings and training, as needed. Regular attendance is required. Other duties as assigned or apparent.

Qualifications Bachelor's degree in computer science or related field. OR Associate's degree in computer networking/operations and three years of experience in computer operations, networking, and system design. AND Must possess a valid driver's license and be able to drive in the state of Minnesota.

Knowledge, Skills and Abilities Ability to effectively use verbal, graphic and written skills. Considerable knowledge and skill in information technology and project management. Must have technical, conceptual, interpersonal, and communication skills.

Ability to interpret a variety of instructions furnished in written or verbal forms. Ability to communicate effectively, verbally and in writing, and have strong positive public relations skills. Ability to establish and maintain effective working relationships with others.

Ability to prioritize work requirements and demands. Ability to assess problems and make technology recommendations. Ability to create and maintain accurate documents and records.

Considerable skill in effective verbal and written communications to a variety of technical and non-technical audiences. Ability to follow data practices requirements regarding confidentiality and privacy. Ability to work with Linux and MS Server OS.

Ability to administer operating rules and procedures under management guidance. Considerable knowledge of Active Directory, Exchange and virtual servers. Ability to provide analytical and troubleshooting skills in a large-scale environment.

Considerable skill in networking, firewalls, VPN, and VOIP. Ability to follow data practices requirements regarding confidentiality and privacy. Ability to setup, configure, and maintain virtual servers.

Ability to work under limited supervision with general autonomy in determining how objectives are achieved. Ability to use considerable analytical ability to select, evaluate and interpret data from several sources. Effective communication with department and other departments, outside agencies and vendors on specialized matters requiring detailed or technical responses/ explanations.
