The City of Pasadena Department of Information Technology is seeking a skilled Senior Applications Developer serving as a Data Architect to lead the design and evolution of the City's enterprise data ecosystem. This role is responsible for designing and managing enterprise data architecture, developing data pipelines, and administering SQL database environments that support enterprise applications, reporting and analytics platforms. This position also supports analytics and reporting platforms such as Microsoft Power BI and modern data platforms including Microsoft Fabric.

Essential Functions

  • Design, develop, and maintain enterprise data architecture, including data models, integration frameworks, and scalable data platforms.
  • Lead end-to-end enterprise reporting function, including architecting and governing the semantic data layer, standardizing metrics and visualization practices, enabling scalable self-service analytics, and ensuring reporting is accurate, trusted, and aligned with business needs.
  • Design and maintain enterprise data pipelines to ingest, transform, and integrate data from multiple operational systems and external sources.
  • Develop and maintain data warehouses, lakehouses, or modern analytics environments using platforms such as Microsoft Fabric.
  • Oversee and guide enterprise database administration practices, including performance optimization, security, and resiliency for Microsoft SQL Server environments.
  • Design and maintain curated datasets and semantic models to support dashboards and reports using Microsoft Power BI and other business intelligence tools.
  • Serve as a strategic advisor to departments by translating business needs into scalable data architecture and reporting solutions.
  • Document data architecture, data flows, database configurations, and reporting standards.
  • Provide technical guidance and best practices related to database management, data engineering, analytics platforms, and reporting frameworks.
  • Support implementation of enterprise data governance practices, including data quality, metadata management, and stewardship processes.

Qualification Guidelines
EDUCATION AND EXPERIENCE
  • Graduation from an accredited four-year college or university with a major in management information systems, computer science or a closely related field.
  • At least six years of progressively responsible experience in application configuration, development and systems analysis.

Desirable Qualifications:
  • Experience building enterprise data models and supporting business intelligence and reporting solutions using tools such as Microsoft Power BI.
  • Experience designing dimensional or semantic data models to support enterprise reporting and analytics.
  • Experience developing data pipelines, ETL/ELT processes, and data integration solutions supporting enterprise applications and analytics platforms.
  • Experience working directly with business stakeholders to define data requirements and translate them into technical solutions.
  • Experience with Microsoft Fabric including Lakehouse, Data Factory, or analytics workload.
  • Experience with Azure Synapse Analytics or other cloud data platforms.
  • Experience with Azure Data Factory or similar orchestration tools.
  • Experience building dashboards and reports using Microsoft Power BI.
  • Knowledge of data governance frameworks and data catalogs.
  • Microsoft .NET Framework and ASP.NET web development using C# is highly desirable.
  • Experience supporting self-service analytics models and governance frameworks in enterprise environments.
  • Ability to work both independently and collaborative within cross-functional teams.
  • Strong communicator, capable of leading projects and influencing technical direction.

The City of Pasadena contracts with the California Public Employees' Retirement System (CalPERS) to manage our defined benefits program for eligible employees. CalPERS manages the pension and health benefits to more than 1.6 million public employees, retirees, and their families and more than 3,000 employers.
Effective January 1, 2013, new members to CalPERS will be subject to the provisions of the Public Employees' Pension Reform Act of 2013 (PEPRA) and will receive the 2% @ 62 benefit formula (if a miscellaneous employee) and 2.7% at 57 benefit formula (if a safety employee).
Employees who are deemed "Classic" members of CalPERS or a reciprocal system such as the Los Angeles County Employees' Retirement System (LACERA) or Los Angeles City Employees Retirement System (LACERS) will receive the 2.5% @ 55 benefit formula (if a miscellaneous employee) or 3% at 55 benefit formula (if a safety employee). A CalPERS "Classic" member is a member who previously worked for a California public agency and meets the following criteria:
  1. First established CalPERS membership or membership in a CalPERS reciprocal agency prior to January 1, 2013,
  2. And is hired by the City of Pasadena after a break in service of less than six months
  3. And did not have concurrent (overlapping) service with the other agency.
